Application Developer/Support IT Engineer II (Police)

Overview
This recruitment will be used to fill one (1) vacancy in the Application Development/Support Assignment in the Police Department. First review of applications will be on Monday, November 10, 2025. Application Developer Assignment
This assignment is responsible for application development, integration, and support, including the creation of interfaces and reports across multiple databases for both internal and vendor-purchased solutions. This role involves gathering requirements and performing business analyst duties for various functions or complex customer needs and engaging with technical and non-technical staff to define project requirements. The IT Engineer II independently develops applications, manages coding and configuration in line with established standards, and conducts complex diagnostics and troubleshooting for designated applications, including custom-built and commercial off-the-shelf (COTS) systems. Responsibilities also include creating test scripts, performing QA reviews to enhance implementation success and reduce defects, and maintaining web-based applications and dashboards. The role requires participation in standard testing and change management processes, often serving as change owner, while providing clear written and verbal communication to customer areas and senior IT leadership. A comprehensive understanding of supported technologies is expected, and the IT Engineer II actively mentors and shares expertise with others. Leadership skills, including performing independent judgment and decision-making, especially related to diagnostics and troubleshooting with enterprise applications or infrastructure; providing quality written and verbal communications, presentations, and demonstrations to customer areas and senior leadership in both small and large settings; and performing primary and secondary highly technical application or product support. This class may perform technical and/or project leadership for a medium-to-large-sized project using the Project Management Office (PMO) standard methodologies or concurrent small-to-medium scale project management. This class is responsible for positively and actively participating in team training and demonstrating team skills learned by applying and reinforcing team principles in daily work with functional teams. The ideal candidate will have strong familiarity and experience in application development, integration, and support; a solid understanding of the application development life cycle. Proficient with written and verbal communications, customer service, teamwork, project and technical leadership, report writing, and developing and maintaining technical documentation. Minimum Qualifications Required.
Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in Computer Science or a related field, such as Engineering or Geography
(by assignment) . Considerable (3 - 5 years) computer systems experience in at least one of the following technical support areas: Applications, Database, Desktop, GIS, Network, Security, Server, or Web Support. Special Requirements
For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa
(by assignment) . Because of the confidential, sensitive nature of information handled, successful completion of a background investigation is required
(by assignment) . Must possess a valid Class D Arizona Driver’s License by hire or promotion date
