Office of International Collaboration and Export Control

The UCF Office of Research is comprised of several units and departments, including the Office of International Collaboration and Export Control (OICEC). OICEC assists UCF researchers with meeting export control compliance requirements and mitigating risks related to inappropriate foreign influence.
The Opportunity Export Control Analyst II will assist with day‑to‑day team operations of the Office of International Collaboration and Export Control, including institutional compliance with laws and regulations related to export control, foreign engagements, and technology transfer. The position serves as a subject‑matter expert on export control and international trade laws in accordance with UCF Policy 4‑209, requiring intermediate knowledge of U.S. export control laws.
Responsibilities
Review research project proposals, shipments, and travel to identify export control restrictions that may or may not apply, including requests for proposals, shipments, travel, government‑sponsored research announcements, technical proposals, certifications, and other related documents.
Review and assist in negotiation of university agreements from an export control perspective, including research agreements, data‑use agreements, purchase agreements, IP agreements, NDAs, and material transfer agreements.
Determine export control classification of technology, maintain and input acquired record‑keeping information into UCF export control databases under supervision of the Export Control Manager.
Draft and implement export compliance protocols for sponsored and non‑sponsored programs, including identification of restrictions, drafting and implementing Technology Control Plans (TCPs), and monitoring TCPs per U.S. Export Control Regulations.
Perform regulatory research on export control issues and provide guidance on day‑to‑day operation and implementation of the university’s export control compliance program.
Maintain, administer, and input record‑keeping data into UCF export control databases.
Perform miscellaneous job duties as assigned.
Minimum Qualifications
Bachelor’s or Master’s degree and 2+ years of relevant experience, or an equivalent combination of education and experience as per Fla. Stat. 112.219(6).
Preferred Qualifications
3+ years of direct experience in export controls.
Experience working within a university or higher‑education setting.
Experience in higher‑education research compliance or export control.
Experience drafting and submitting licensing applications to U.S. Departments of Commerce and/or State, knowledge of federal electronic systems such as BIS SNAP‑R, DDTC DECCS, and Customs ACE.
Experience conducting restricted‑party screenings and knowledge of tools such as Visual Compliance.
Demonstrated ability to develop and present training materials to individuals and groups.
Strong organizational and prioritization skills in time‑sensitive problem‑solving situations.
Master’s degree in science, engineering, computer science, public policy, law, or similar field.
