RFx Bid Manager/Operations Analyst
Location Central and East Coast US, Remote
Duration 06 months with possible extension
Pay Rate $34/hr on W2
Job Description We are seeking a highly motivated and experienced Bid Manager to lead the bid process for assigned bids within the Global Public Sector of Client. You will be responsible for developing and managing all aspects of the bid lifecycle. You will also be responsible for creating and editing high-quality bid content for bids, as well as developing and maintaining our natively built content library, Utopia. You will work closely with internal teams to gather information and ensure alignment. This role requires a strong understanding of bid management principles, excellent written and verbal communication skills, and the ability to work collaboratively with remote teams.
Responsibilities
Be a subject matter expert for all processes unique to the public sector marketplace related to formal RFx responses and other proposals.
Support RFx requests & Go/No Go triage operations and processing activities for requests that come through the RFx Program.
Support coordination and content response development for public sector tenders, RFIs, RFPs, and unsolicited proposals for SaaS/PaaS solutions.
Develop bid/response plan and schedule for all phases of the response development process.
Manage and track all aspects of content preparation, revision, and submission; coordinate inputs from sales, solution engineering, security, legal, and compliance teams; and communicate with responding partners where required.
Structure, write, edit, and format all types of response content (general, functional, technical), tailoring the content around customer requirements in a creative, compelling, and compliant manner.
Participate in developing written questions to seek clarification from procurement officials throughout the procurement process, remaining current on all amendments and modifications.
Review and understand customer requirements; conceptualize and write compelling response content using proposal boilerplate library and developing from scratch as required.
Help educate the Sales, Solution Engineering and other teams on the RFx process.
Create and manage RFx boilerplate content repository and library of completed responses in multiple languages.
Participate in developing and writing proposal win themes and executive summary sections.
Ability to multi‑task and perform in a fast‑paced environment, working with a sense of urgency.
Develop and share best practices with team members to enhance the quality and efficiency.
Able to manage complex processes, problem‑solve, adapt to change and communicate effectively with a range of stakeholders.
Build relationships and work cross‑functionally with a diverse set of business partners.
Required Skills & Experience
Broad knowledge of Client applications or transferable experience for similar cloud‑based solutions such as Microsoft or Oracle.
5+ years of experience in a proposal development/bid management role selling products and services responding to government solicitations under a direct and indirect contracting model.
5 years of experience in the technology consulting industry in a writing role supporting responses for government organizations.
Experience with technical writing for cloud SaaS/PaaS/IaaS solutions.
Writing and editing proposal content, ensuring it is persuasive, accurate, and compliant.
Creating new content from internally available collateral.
Tailoring content to meet specific client requirements and industry standards.
Utilizing and maintaining a natively built content library for reusable assets.
Ensuring content alignment with brand guidelines and messaging.
Proactively seeking ways to improve and implement the quality and searchability of the content.
Managing and updating bid resources and libraries with best practices and relevant content.
Bachelor’s degree (or equivalent work experience).
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Google Suite (Gdocs, Gsheets, Gchat).
Self‑motivated to excel in a remote position, collaborating effectively with a remote team; ability to work in a fast‑paced environment with changing priorities and deadlines.
Ability to work occasional overtime if necessary.
Highly Desirable Skills
Proven experience with Loopio, Qvidian or similar proposal management software.
APMP certification and/or PMP certification.
