Overview The Senior Manager, Contingent Workforce Program owns the enterprise-wide strategy, policy framework, and operating model for engaging contingent talent – contractors, professional services, and managed services. Partnering with Procurement, Legal, HR, Finance, IT, and business leaders, this role designs and governs end-to-end processes, supplier ecosystems, and enabling technologies (e.g., VMS/HRIS integrations) to ensure compliant, cost-effective, data-driven use of external labor. The role requires skill in stakeholder management and complex analysis, planning, and governance.

Reporting and location The Senior Manager reports to the Head, Procurement & Vendor Management, and will be based in the US or UK, in approved jurisdictions. The postholder will be eligible for flexible working options.

Responsibilities Set the enterprise contingent workforce program and policy, establishing standards for classification, sourcing channels, engagement types (T&M, SOW, managed services), tenure, and controls Build multi-year demand/supply forecasts and scenario models for contingent labor; maintain an enterprise inventory and taxonomy of contingent roles Design and manage the supplier ecosystem (staffing vendors, professional/managed service providers), including selection, rate cards, SLAs, scorecards, and quarterly business reviews Lead governance for SOW lifecycle and time-based engagements, partnering with Legal, HR, Finance, InfoSec, and IT for compliant onboarding, access, and offboarding Own the VMS and related integrations with ERP/HRIS; drive data quality, standardization, and analytics; publish dashboards and insights for leadership decisions Partner with Legal, HR, and Finance to monitor regulatory, tax, and co-employment risks across jurisdictions; conduct audits, oversee remediation plans, and ensure adherence to internal policies Optimize processes from requisition to offboarding; quantify value (savings, cost avoidance, quality) and drive continuous improvement Manage program financials and annual planning; establish, track and report KPIs Serve as the primary advisor to business leaders on market trends, channel strategy, and sourcing decisions for external talent Lead cross-functional forums and change management for policy adoption and system/process changes; influence without direct authority Investigate and recommend opportunities for automation and/or AI to streamline contingent workforce management processes, enhance data-driven decision-making, and improve program efficiency

Qualifications Degree in Business, Supply Chain/Procurement, Human Resources, or related field, or commensurate education and experience CCWP (Certified Contingent Workforce Professional) or procurement credentials (e.g., CPSM, CIPS) preferred Demonstrated success in workforce planning, procurement/vendor management, and/or talent supply chain, with strong competency in contingent workforce programs (contractors, professional services, managed services) Proven leadership of complex, cross-functional programs/governance Hands-on experience implementing/administering a VMS and a strong understanding of necessary integrations with ERP/HRIS and security/access controls Demonstrated expertise in policy design, worker classification, SOW frameworks, rate card and market pricing, and compliance auditing across multiple jurisdictions Advanced analytical capability (forecasting, dashboarding, cost/benefit modeling) and executive-level reporting/presentations Outstanding stakeholder focus, with the ability to influence a broad range of global stakeholders at all levels of the organization Strong training and facilitation skills, including virtual High degree of proficiency in standard Microsoft Office suite

Travel Travel up to 10% of the time to CFA Institute offices, including limited international meetings, and to attend external events

Expected salary range: (US) $100,000 - $115,000 and (UK) £75,000 - £90,000 per year.

All salary ranges are subject to adjustment based on experience, education, location and other factors relevant to the position. Additional benefits include eligibility for an annual incentive bonus, a 12% employer contribution to a pension plan, and a comprehensive medical benefits package.
