Job Summary Are you an experienced Engineering Specialist, ready for a unique opportunity to grow with an environmental state agency? Join TCEQ! This position is a member of the Stationary Source Programs Team in our Air Quality Division. You will be part of a team responsible for revising rules as necessary to ensure that nonattainment areas in Texas meet the National Ambient Air Quality Standards, and to address visibility impairment in areas like national parks.
What You’ll Be Doing
Provide highly advanced technical guidance on the planning, development, and implementation of emission control techniques, reviewing and evaluating regulations, standards, procedures, and technologies for potential control strategies; calculating costs; evaluating emissions inventory data and other data; developing spreadsheets/data sheets to evaluate control strategy effectiveness; researching, developing, and evaluating programs in conjunction with appropriate TCEQ offices and outside organizations.
Provide technical guidance on coordinating and drafting revisions to air quality regulations, SIP, policies, or procedures in response to federal or state requirements, agency initiatives, or rulemaking petitions; manage rule projects as a rule project manager.
Evaluate and recommend responses to requests for rule interpretations of TCEQ rules using all available and appropriate information.
Communicate the status of rule revisions or policy development activities to division/executive management, agency staff, other state/federal agencies, affected entities, environmental organizations, and the general public and facilitate open negotiations via telephone calls and correspondence.
Participate in and represent the agency at internal and external meetings, workshops and trainings; coordinate and assist other team members with stakeholder group activities.
Coordinate, organize, and implement complex special assignments in preparation for or support of specific projects, evaluating engineering data; completing or coordinating research and analysis of issues; preparing required reports and recommendations; presenting reports; developing implementation plans or documents as assigned.
Key Qualifications
Experience working in the environmental field.
Experience with/training in advanced technical writing, data analysis, or fiscal analysis.
Experience with/training in sources of air emissions or air pollution control technologies.
Experience manipulating data in spreadsheets or database format.
Required Education & Experience A bachelor’s degree from an accredited college or university with a major in engineering, basic science, mathematics, environmental science, computer science or a related field, plus six years of full‑time experience in performing engineering, technical, or related assignments.
OR a master’s degree in the specified fields plus five years of full‑time experience in performing engineering, technical, or related assignments.
Substitutions: Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience, and one year of full‑time experience may be substituted for each year of the required education.
