Supervisor - Environmental Inspections (Dallas Water Utilities - Civil Service)
This is the highest level of supervision and may on occasion have some managerial responsibilities; however, the primary duty remains to supervise Non-Exempt and/or Exempt positions in a medium or large operational unit. The Supervisor leads, monitors, and coordinates all laboratory services, testing, sampling, and wastewater analysis to support wastewater treatment operations while ensuring compliance with state and federal permitting requirements and safety standards. Responsibilities
Assigns, reviews, directs, and participates in the work of staff responsible for providing laboratory services in support of wastewater treatment operations; oversees work quality and adherence to established policies and procedures; provides training on proper laboratory test procedures and sample collection processes. Hires, trains, evaluates, and enforces discipline; verifies and approves time; manages equipment, tools, supplies, and technology; ensures maintenance work is completed according to standards and specifications. Participates in the development and implementation of long‑range plans, programs, and schedules; contributes to budget and resource allocation for maintenance needs. Monitors and supervises data generated by analysts; oversees reporting and compliance with state and federal agencies. Supervises analyst performance, testing measures, and data collection and reporting; ensures appropriate training and use of equipment; tracks bench sheet reporting and ensures projects meet quality standards set by standard methods or regulatory agencies. Plans, controls, supervises, and coordinates activities; evaluates and reviews work completion; schedules special sampling events ensuring proper container use and preservation techniques; checks work against environmental standards and regulations. Monitors wastewater plant performance and compliance with local, state, and federal regulations; files necessary paperwork and works to optimize services ensuring regulatory standards are maintained. Handles complaints or grievances from employees, referring serious matters to higher‑level managers; recommends disciplinary actions. Finds and implements methods to improve production or effectiveness. Develops, creates, and implements policies, procedures, and standards to standardize laboratory activities, testing, and sampling. Performs any and all other work as needed or assigned. Knowledge and Skills
Knowledge of water and wastewater systems, general equipment, and meters. Knowledge of hand and power tools, their use, and care. Knowledge of the Clean Water Act, EPA standards, and Texas Commission of Environmental Quality. Ability to gather and collect data and oversee sampling and testing. Ability to follow and give oral and written instructions and read charts and maintain written records. Ability to supervise, advise, and counsel technical and mechanical staff. Ability to perform math calculations. Ability to perform a variety of manual labor for extended periods. Ability to maintain record keeping or work log system. Effective verbal and written communication skills. Establishing and maintaining effective working relationships. Minimum Qualifications
Bachelor's degree in Biology, Applied Science, Environmental Science, or a related field. Experience
Five (5) years of experience in environmental laboratories such as air, water, soil, and waste to detect pollutants and other ecological indicators. Two (2) years of lead/supervisory responsibilities. Equalities and Equivalencies
High school diploma or GED plus nine (9) years of required experience including two (2) years of supervisory responsibilities. Associate degree in any field plus seven (7) years of required experience including two (2) years of supervisory responsibilities. Bachelor's degree (or higher) in a non‑stated field plus seven (7) years of required experience including two (2) years of supervisory responsibilities. Master's degree in a specified field plus three (3) years of required experience including two (2) years of supervisory responsibilities. License
Valid driver's license with a good driving record. Other Requirements
Subject to twenty‑four/seven (24/7) on‑call status. Subject to work in inclement weather conditions. Salary Range
