Job Description Support the Veolia Capital Program Management Team in New Orleans, LA by developing, implementing, and managing plant upgrade projects and collections system projects. Projects include phased plant upgrades to primary, secondary, aeration treatment, disinfection, rehabilitation, solids processing upgrades, collection system upgrades, and various fast‑paced projects. These projects may involve design/build or other alternative delivery procurement.
The CPM Project Manager will provide overall administrative and technical direction, enforce company and project policies, serve as the main client interface, and ensure projects are constructed in accordance with design, budget, and schedule. The role requires independent evaluation, selection, adaptation, and modification of standard construction techniques; project safety oversight; change‑order negotiation and contract negotiation; construction inspection; field oversight; and project administration, daily reporting, and accounting service management. The manager will coordinate with Veolia plant operation teams for design review, tie‑in/cutover coordination, startup, and commissioning, as well as with the Veolia Operations team and the City of New Orleans for project work coordination.
Other duties include project oversight on other CPM projects across North America and additional projects as needed. The CPM Project Manager may also support other Veolia Water operating project sites, including design/build of new facilities or improvements to existing facilities.
Primary Duties/Responsibilities
Organize and direct all construction‑related activities on a construction project to ensure it is constructed in accordance with design, budget, and schedule; meets accounting requirements; and is completed to quality standards.
Plan, coordinate and supervise activities of all company and contracted personnel on assigned projects.
Authorize, approve, and oversee contractors’ work, purchase requisitions, and change requests.
Monitor budgets, schedules, cost reports and job progress, and review them with team members on a weekly basis.
Act as the primary client contact for all project‑field activities.
Maintain official project logs and documentation files.
Assist with implementation/interpretation of safety programs.
Oversee project environmental regulation compliance.
Perform additional assignments as directed by the supervisor.
Work Environment
May be exposed to possible operations hazards, including dust, fumes, toxic and caustic chemicals, heavy machinery, high pressure, hot or cold work temperatures, slippery surfaces, water and electrical hazards.
Qualifications Education/Experience/Background
A Bachelor's Degree in Engineering, Construction Management or equivalent project‑related work experience.
7–10 years of experience in engineering design and construction of water and wastewater treatment systems; project management; cost estimating; business development; and construction management.
Experience in water/wastewater‑related projects is highly desirable.
Knowledge/Skills/Abilities
Must be a good team player and work collaboratively with different stakeholders and Veolia team members.
In‑depth knowledge and experience with all aspects of construction (technology, equipment, methods); company policies, procedures and standards.
Excellent communication, organizational, supervisory and planning skills.
Preliminary engineering to develop project cost estimates.
Excellent written and oral communications for subcontractor safety, cost and quality management.
Project Management of design/build projects.
Construction Management.
Required Certification/Licenses/Training
Professional Engineer highly preferred but not required.
Physical Requirements
Standing 25%, sitting 20%, walking 50% of time.
Occasionally required to stoop, kneel, or crouch and enter confined spaces.
May be required to use ladders or stairs.
Specific vision abilities required include close vision, distance vision, color vision, and ability to adjust focus.
