Overview

The Wisconsin Department of Public Instruction is seeking a Project Manager to perform the role Scrum Master and Project Manager in the Applications Development Team, practicing a Hybrid methodology combining PMI project management best practices with Agile/Scrum development under the Division of Libraries and Technology. The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of systems that capture and report data, including applications focusing on finance, budget, and data collection and reporting for Wisconsin’s K-12 education systems. These systems require extensive knowledge and experience developing complex applications, reports, and relational databases. Responsibilities

Lead and coach a project team on a hybrid project methodology combining PMI Project Management best practices and agile practices/principles to deliver high quality products and services for external customers (state schools and districts) and internal DPI users. Facilitate the execution and delivery of software releases using the Hybrid framework, including project planning deliverables such as Project Charters, Stakeholder Analysis, Risk Assessment, Estimation, sprint planning, daily scrum, sprint review, sprint retrospectives and close out deliverables. Work with project teams and internal/external stakeholders to influence and drive decision making. Resolve team impediments with other scrum masters/project managers to improve the effectiveness of the project management framework in the agency. Maintain a healthy product backlog, plan all releases of the system, and document system dependencies. Serve as a liaison between IT Teams, management, business units within DPI, and external vendors to identify and analyze opportunities for improving processes and business systems. Help facilitate quality assurance tasks, UAT efforts and provide product customer support when needed. Collaborate with others to accomplish project objectives or work independently as a member of the Applications Development Team. Work with department program area leaders, project managers and the Applications Development Team manager to establish objectives, priorities and deadlines. Qualifications

Minimum 2-5 years’ experience using Agile/Scrum Development Methodology with CSM Certification. Minimum 2-5 years’ experience with PMI’s Project Management deliverables. Strong written and verbal communication skills. Demonstrated experience facilitating meetings and understanding facilitation techniques. Ability to work in a team environment as well as independently within established guidelines. Fundamental understanding of end-to-end customer experience integration and dependencies. Experience writing user stories with clearly defined acceptance criteria. Ability to facilitate UAT efforts. Experience with refinement, story splitting, estimation, velocity, retrospectives, and other scrum techniques. Experience creating documentation such as project charter, risk analysis, stakeholder analysis and engagement, decision logs, project estimation and timelines, project status reports, road maps, and project close out reports. Experience leading CRM-focused projects, overseeing end-to-end implementation, optimization, and integration of CRM platforms to support business objectives. Stakeholder management, cross-functional coordination, and leveraging CRM insights to inform strategy and improve customer experience. Required Technical Skills

Ability to grasp technical concepts and communicate to developers in a .NET-based development environment. Experience using Microsoft Azure DevOps, or equivalent, to manage user stories and sprint backlogs. Proficiency with leading CRM systems (Microsoft Dynamics 365) including configuration, data structures, workflows, and integrations. Preferred Experience

Experience with education software systems at school, district, or state levels. Knowledge of data warehousing and reporting. Proficiency in using Asana and Azure DevOps Boards to manage project timelines, tasks, progress, and cross-functional collaboration. Requirements Top Skills & Years of Experience Minimum 2-5 years' experience using Agile/Scrum Development Methodology. Minimum 2-5 years’ experience in PMI Project Management Methodology (Defining Scope, Stakeholder Analysis, RACI, Project Charter, Project Estimations, Risk Assessments, Budget tracking, etc.). Minimum 2-5 years' preparing business requirements and functional specifications. Minimum 2-5 years' ability to refine and maintain a product backlog.
