Salary Information

Administrative Analyst: $90,279.54 to $108,859.40 Annually

Senior Administrative Analyst: $96,313.10 to $116,192.44 Annually

(The position may be filled at either the Administrative Analyst or Senior Administrative Analyst level, depending on the qualifications and experience of the selected candidate. Placement at the higher level is not guaranteed and will be determined based on the candidate’s background and the needs of the department.)

Job Responsibilities

The Administrative Analyst performs a wide variety of professional administrative work and assists the department head in planning, organizing, directing, and coordinating work related to City functions, plans, programs, systems, and services.

In addition, the Senior Administrative Analyst performs a wide variety of highly responsible administrative, budgetary, organizational, and operational support duties for either the City Manager's office or an assigned department; conducts comprehensive administrative and budgetary analyses and major project administration; prepares reports and recommendations; and performs other related work as required.

Conducts surveys and studies and makes recommendations to the department head.

Gathers, organizes, and analyzes information and develops solutions.

Responds to surveys from other governmental and private agencies.

Prepares and presents written and oral reports.

Processes and responds to complaints and inquiries.

Represents or participates with the department head in meetings with City, governmental, community, and business representatives.

Prepares and verifies information and informational brochures.

May prepare and administer division or department budget.

Reviews and evaluates departmental reports, requests, goals and objectives; attends seminars, classes or courses related to public administration.

Analyzes and interprets federal and state legislation and makes recommendations for implementation of programs to meet requirements.

Administers programs resulting from legislative action.

Evaluates department procedures, policies, programs and services and makes recommendations to improve, alter, and/or eliminate them.

Makes statistical computations and analyzes results.

Reviews, prepares, and administers grants and contracts.

Participates in negotiations for contracts and agreements.

Reads and reviews articles, periodicals, and other publications pertaining to public agency operation.

May supervise subordinates and provide training as needed.

Plans, coordinates, schedules, directs, and follows up on special projects as assigned.

Serves as staff support to commissions.

Performs related work as required.

Examination Process Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to, written examination, panel interview, and/or performance examination, which consists of an evaluation of essential knowledge, skills, abilities, and job‑related experience listed below. Candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.

Selection Process Applicants are subject to fingerprinting for background investigation. Appointment is subject to successful completion of a pre‑employment medical examination by a City‑designated physician.

Failure in any part of the examination or selection processes will disqualify a candidate from further consideration.

Qualifications Education / Experience

Administrative Analyst: Bachelor’s degree in public administration or a related field AND three (3) years of increasingly responsible administrative experience in one or more phases of City administration.

Senior Administrative Analyst: Bachelor’s degree with major coursework in public administration, business administration, economics, or related field AND three years of progressively responsible administrative and management analysis experience in a municipal government setting. A Master’s degree in a related field is highly desirable.

Knowledge of

Principles and practices of public administration and budgeting.

Methods of analyzing, researching, evaluating, and modifying administrative policies and procedures.

City government organization, operations, services, programs, and practices.

Analytic, problem‑solving, and decision‑making techniques.

Legislative regulations, grant application and contract administration procedures for City government.

Basic computer programs, e.g., word processing, spreadsheets, grant application procedures, and basic statistics.

Applicable federal, state, and local laws and regulations pertaining to local government operations; project management techniques; professional report writing methods; modern public relations and personnel practices; legislative regulations and procedures for City government; computer applications related to word processing, budgeting and fiscal reporting, spreadsheets, document signing and layout; principles and practices of supervision and management; basic City government roles; safety principles, methods and procedures; grant application and submittal procedures.

Ability to

Physical Demands and Working Conditions Strength:

Light‑exert force to 20 lbs occasionally, or 10 lbs frequently, or negligible force constantly; may involve significant standing, walking, pushing, pulling; frequent sitting, typing; occasional standing, walking, bending, twisting at waist, handling, gripping, reaching below shoulder level; rare stooping, crouching, kneeling, climbing stairs, ladders, scaffolding; extends neck upward and downward.

Vision:

Visual acuity sufficient for essential functions; average depth perception needed.

Hearing:

Effectively hear/comprehend oral instructions.

Constantly works indoors, occasionally outdoors; frequent use of products and equipment of standard office work setting; personal computer with word processing, database, spreadsheet programs; calculator, telephone, photocopier, fax machines; works independently and with public; noise level usually quiet in office, moderately loud outdoors.
