Hiring Range


Hiring range is negotiable between $42,495 and $55,239 depending on a candidate's qualifications and experience.


Responsibilities


Performs semi-skilled to skilled work in the repair, maintenance, and replacement of the City’s stormwater infrastructure, requiring significant experience and skill in the operation of light and heavy duty construction equipment. An employee in this class will be skilled in operating most of the equipment used within the stormwater division, to include dump trucks, street sweepers, backhoes, skid steers, front‑end loaders, excavators, Jet‑Vac, farm tractors with various attachments, etc. Employee will be part of, and may lead, a small work crew in performance of duties to include manual labor tasks. Basic work requirements include, but are not be limited to, excavating jobsites; loading and hauling materials, supplies, soil, dirt and debris; sweeping streets; jet‑rodding pipe; digging, regrading and maintaining ditches; maintaining, repairing and installing pipes, curb and gutter systems, manholes, and catch basins; masonry work, etc. Employee performs work in accordance with established safety rules and regulations. Employee may be required to work shifts or on weekends during severe weather, such as hurricanes, winter snow storms, high winds, etc. Employee may also be expected to perform “on‑call” duties as directed.



  • Operates various types of heavy equipment, including backhoes, front‑end loaders, dump trucks, flat‑bed trucks, skid steers, excavators, Jet‑Vac, street sweepers, tractors, etc. during the performance of daily responsibilities.

  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.

  • Uses various pneumatic, gas or electric power tools, including compressors, jack‑hammers, chain saws, tamps, drills, etc. to perform daily responsibilities.

  • Uses various hand tools to perform daily tasks, including shovels, rakes, bush axes, hoes, etc.

  • Assists with all aspects of concrete work related to maintaining stormwater infrastructure; saw cutting and removing concrete; constructing and repairing manholes; laying forms, pouring and finishing new curb and gutter; and cleaning up the worksite.

  • Performs surface and subsurface stormwater infrastructure maintenance, repair and construction, including clearing, regrading and excavating ditches; clearing, repairing and installing pipe; repairing and installing catch basins; and sweeping streets.

  • Performs various landscaping duties to dress up jobsites, including weed eating, trimming shrubs and trees, seeding grass, etc., as well as applying herbicides and pesticides for weeds and fire ants.

  • Ensures all safety procedures and protocols are in place and used effectively at all jobsites and work zones, including placement of safety signs, cones, flaggers, etc.

  • Manually clean catch basins, curb and gutter, and other drainage structures to remove collected debris from the stormwater conveyance system.

  • Responds to severe weather and/or natural disaster events, including winter storms, hurricanes, high winds, etc. to assist in recovery efforts; collects and hauls debris, loads dump trucks, spreads salt or sand, plows and scrapes snow and ice, etc.

  • Works various shifts to operate equipment in support of natural disasters or major weather events.

  • Performs “on‑call” duties on a rotational basis as needed.

  • Prepares daily logs and other reports to track performance and completed tasks; uses computer and related software to input data.

  • Assists other departments and agencies as needed.

  • Performs other related duties as assigned.


Qualifications



  • Knowledge of tools, materials and methods used to maintain and repair stormwater conveyance systems.

  • Knowledge of the operational and preventative maintenance requirements for light and heavy duty construction equipment and vehicles assigned to perform primary duties.

  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.

  • Knowledge of the traffic laws and regulations governing equipment operation.

  • Knowledge of street locations and the geographic layout of the City.

  • Skill in the fundamental use of computers and basic administrative software applications.

  • Skill operating and maintaining light and heavy duty construction equipment, and using basic hand tools.

  • Ability to lead a work crew and oversee a job site through task completion, ensuring quality job performance and work.

  • Ability to understand and follow specific instructions, both oral and written.

  • Ability to establish and maintain effective working relationships with other co‑workers, supervisors, and the general public.

  • Ability to respond with courtesy to citizens.


Physical Demands


The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: climbing, crouching, kneeling, manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, stooping, talking, visual acuity and walking.


Work Environment


The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to the hazards of streets or utilities work, including noise, chemicals, moving mechanical parts, oils, and confined spaces when working in manholes or trenches. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. Use of safe work practices with equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. Employees will be required to wear other appropriate personal protective equipment such as masks, coats, boots, goggles, gloves, or shield.


Minimum Requirements



  • High School Diploma or its equivalent.

  • Five (5) years of experience operating light to heavy duty construction type equipment.

  • Or an equivalent combination of education and/or experience.


Special Requirements



  • North Carolina Commercial Driver’s License Class B or higher.


Preferred Qualifications



  • Knowledge of or previous experience in stormwater infrastructure maintenance, repair and construction.
