Job Summary This position is in the Department of Small and Local Business Development (DSLBD or “Department”), Business Development Division. The Department supports the development, economic growth, and retention of district‑based businesses, and promotes economic development throughout the district’s commercial districts. This position is responsible for advocating and promoting opportunities for local, small, and disadvantaged businesses to increase their participation in the public sector’s procurement process and to raise awareness of opportunities in the private and federal sectors.

Duties And Responsibilities

Implements and monitors business development strategies and initiatives to promote the growth and development of certified business enterprises (CBE).

Represents DSLBD to the business community at networking functions, workshops, meetings, and Office of Contracting and Procurement (OCP) events.

Attending small business events to share information about the CBE program.

Develops training curricula and conducts training events for business owners and members of the public on procurement opportunities within District agencies and government corporations.

Interprets and explains procurement procedures, including the CBE program, to the business community and agency liaisons to ensure the agency's vision is promulgated.

Analyzes problems, gathers pertinent data, and develops alternative solutions.

Establishes and maintains data management systems to track engagement with business owners and the impact of such engagement.

Analyzes spending patterns by government agencies and corporations to identify enhanced contracting opportunities with small and local businesses, and to make policy recommendations to the agency’s leadership.

Provides information to the local business community pertaining to contracting opportunities with the District Government and private sector partners through a variety of communication channels.

Generates and maintains centralized listings of contracting opportunities sent to DSLBD for distribution to local CBE and for publication on web listings.

Qualifications And Education Specialized Experience that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related too the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/ Environment The work is sedentary. There may be some walking, standing, bending, stooping, and carrying light items such as papers and books. Normal physical dexterity is sufficient for the performance of work.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona‑fide District residency for the seven‑year (7‑year) period will result in forfeiture of employment.
