The successful candidate will perform advanced systems analysis and architectural design to improve integration, functionality, and performance of enterprise IT solutions for the Department of the Interior (DoI) Human Resources Directorate (HRD), Human Resources Systems Management Division (HRMSD). The candidate must lead the creation, modification, and technical evolution of systems and families of systems for the DoI. They must have demonstrated experience in API design, development, and integration, including working knowledge of REST, SOAP, and secure data exchange protocols; familiarity with integration and API management tools such as MuleSoft Anypoint Platform, Swagger, and Postman (development environments including GitHub, PHP, Java, SQL, and Lucee ColdFusion is preferred); and must analyze complex business data processing problems to develop and implement solutions for enterprise applications and system integration challenges. Duties and Responsibilities

Perform systems management and integration functions across heterogeneous platforms, including legacy and cloud‑based environments Identify and mitigate system performance bottlenecks and limitations Design the architecture of enterprise systems to ensure scalability, interoperability, and secure data flow between HRMSD and external systems Collaborate with stakeholders to translate business requirements into system specifications and architectural solutions Develop and implement enterprise‑level strategies for software, hardware, and network optimization Evaluate and recommend software and COTS solutions, ensuring compatibility with HRMSD’s technical architecture Review and enhance system workflows, including automation and data exchange processes Evaluate and recommend commercially available software to meet technical and operational needs Education Requirements

Bachelor's degree in Computer Software Engineering, Information Technology, or related field. Professional Certifications Required

Currently possess or able to obtain a Public Trust position based on a favorable National Agency Check Investigation (NAC‑I). Years of Experience Required

10+ years of directly applicable experience performing software development. Citizenship Requirements
