Resource Analyst at California State University - East Bay.
Salary and Benefits The starting salary is anticipated to be in the range of $5,797.00 per month to $7,207.00 per month (Step 1 - Step 12). Cal State East Bay offers medical, dental, vision, retirement (CalPERS), 401k, 457, 403(b), dependent and health care reimbursement accounts, life insurance, vacation and sick pay, 14 paid holidays, one personal holiday and tuition fee waiver.

About the Position The Resource Analyst is the primary administrator of the College of Health’s budget. Under minimal supervision from the Dean and Associate Dean, this position exercises discretion in executing the College’s financial plans. Responsibilities include managing a large portfolio of funds and ensuring compliance with state, CSU, and campus policies.
Responsibilities
Forecast costs and develop the annual operating budget.
Discuss strategic goals and priorities with the Dean to integrate them into the budget.
Collaborate with the Associate Dean and Operations Analyst regarding projected personnel actions.
Project lecturer costs for fall and spring terms using WTU allocations, enrollment data, and historical trends.
Review and track faculty reassigned time using established models.
Provide periodic analysis of budgets and expenditures, including projections, variance analysis, and comparative reports.
Audit, monitor, analyze, troubleshoot, and reconcile department budgets and financial transactions using campus databases.
Maintain position and financial control of faculty, staff, and lecturer salary data.
Correct expense and budget errors via transfers, encumbrances, or change orders.
Produce regular and ad‑hoc financial reports on fund status, projections, trends, and expenditure analysis.
Enforce year‑end financial deadlines for requisitions, purchase orders, invoices, and certified expenses.
Initiate year‑end closing activities, including closing open purchase orders, reconciling encumbrances, processing transfers, payroll adjustments, and final expense certifications.
Provide financial expertise for A2E2 funds, monitor usage, troubleshoot, ensure GAAP compliance, and produce reports.
Oversee donor and scholarship funds, ensure compliance with agreements, maintain accurate records, audit activity, and produce reports.
Serve as authority on financial policies, training faculty and staff in fiscal management, developing an online archive of financial materials, reviewing and approving financial documents, and providing ad‑hoc analyses.
Minimum Qualifications
General knowledge and skills in public administration principles, practices, and methods.
Academic or equivalent experience in analysis, evaluation, or administrative policy development.
Required Qualifications
Five (5) or more years of experience with financial oversight of a large, complex budget.
A bachelor’s degree in a related field or equivalent education and experience.
Knowledge and Abilities
Understanding of finance and fiscal policies.
Ability to work effectively with academic and administrative units.
Ability to understand complex operations, integrate them, and maintain confidentiality.
Understanding of budgeting theories and financial management systems.
Strong interpersonal skills and communication ability with diverse stakeholders.
