Technology Analyst (GIS)

position focuses on designing, developing, and maintaining GIS data schemas and geodatabases to support the integrity, availability, and integration of critical utility data across Raleigh Waters systems. The role includes supporting the implementation, configuration, and ongoing management of ArcGIS Utility Network and ArcGIS Indoors to help modernize spatial infrastructure and innovate with indoor mapping initiatives. This role is ideal for someone with foundational experience in GIS data management who is eager to grow their expertise in database design and data maintenance. About You

You may be early in your database career, but you have strong GIS and programming fundamentals, understand how to work with APIs, and have a demonstrated interest in learning data design and maintenance practices. Raleigh Water provides award?winning water and wastewater services to more than 650,000 residents across seven municipalities. We manage more than 5,000 miles of water and sewer infrastructure, along with five treatment facilities, over 130 pump stations, and 100,000+ valves. Our GIS team supports this infrastructure by maintaining accurate geospatial data that powers operational decisions, mobile fieldwork, asset management systems, and analytics. Designs, develops, and maintains GIS data schemas, geodatabases, and workflows to ensure consistent, accurate, and accessible data across multiple platforms (ArcGIS Pro, Portal, Online) Conducts routine GIS data maintenance activities, including validation, versioning, replication, and implementation of attribute rules Supports the implementation, configuration, and ongoing maintenance of ArcGIS Utility Network, including participation in network topology validation, schema updates, and rule enforcement Configures and maintains ArcGIS Indoors data models to support Raleigh Waters Vertical Asset Management program Assists with quality assurance and quality control efforts to uphold high standards for data accuracy and completeness Collaborates with developers and technical staff to ensure GIS data integrates effectively with systems such as Cityworks, web/mobile GIS apps, and other platforms Supports the development of tools and scripts (e.g., Python, SQL) to automate data maintenance and transformation tasks Creates and maintains technical documentation related to data models, maintenance workflows, and system configurations Stays informed of GIS data management best practices and help implement improvements and emerging technologies Provides training and support to GIS users on data maintenance practices and tools Analyzes and transforms data for use in reports, dashboards, and integration projects

Education and Experience

Associate Degree or 2 Years of College in Information Technology, Computer Science, or related field, and 1 to 3 years' experience in asset management, system administration or a related field OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Licenses and Certifications

CompTIA A+ and Microsoft Certification

Preferred Qualifications

Experience with Python (e.g., pandas, arcpy), SQL, and use of APIs (Esri or RESTful APIs) Esri technical certification or GISP Familiarity with municipal water/sewer infrastructure

Knowledge, Skills and Abilities

Demonstratable foundational knowledge and experience of the following: GIS data modeling and geodatabase design Python (e.g., pandas, arcpy), SQL, and working with APIs, including Esri and RESTful APIs Esri platforms such as ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online

Interested in or experienced with database design principles, including versioning and data replication Understands or is willing to learn integration with asset management systems such as Cityworks Consistently strong attention to detail with a high level of data accuracy Working effectively in a collaborative team environment and communicates clearly with technical and non?technical stakeholders Documenting work thoroughly and consistently Strong willingness to learn and expand technical skillsets through hands?on experience and mentorship
