LPA Project Engineer

Position #: 19835 Location: 7 Hazen Drive, Concord, NH Hours: 40 per week
Base Pay Range $34.14/hr - $46.63/hr
Responsibilities
Manages and reviews transportation projects completed by municipalities and consultant firms and coordinates with their engineering staff to ensure timely submittal and review of plans and solutions of bridge-related technical and construction problems for municipal bridge projects.
Reviews and checks detailed contract bridge plans applying a broad knowledge of engineering principles and practices in accordance with state specifications and national engineering codes to provide plans for advertisement and construction.
Evaluates and reviews preliminary bridge and roadway engineering studies, alternatives, specifications, and project cost estimates to provide safe, practical, and economical solutions for municipal bridge projects.
Researches, analyzes, and evaluates design methods, technology and construction practices for complex design proposals for bridges and other highway related structures to ensure compliance with office standards, state specifications, and national engineering codes to provide recommendations for safe economical structures and highways of municipal bridge projects.
Reviews and evaluates consultant technical proposals and fee submittals for municipal bridge projects scope of work, working hours and fees, on behalf of the Municipal Highways Engineer and other Project Managers to ensure that the resulting work hours and fees are within acceptable guidelines.
Trains and advises less experienced design and technical personnel to assist in the proper review and development of municipal bridge projects and to promote an understanding of Department policies, standards, state specifications, and national engineering codes.
Coordinates between the Bureau of Planning & Community Assistance, other bureaus or agencies, Town/City officials, and consultants to ensure completeness, accuracy, and consistency for municipal bridge projects.
Evaluates the condition of existing structures and performs calculations to determine structural capacity to provide data for determining maintenance, rehabilitation or replacement needs.
Assists the Municipal Highways Engineer with administration of the Municipal State Aid Bridge Program to ensure compliance with all state and federal regulations, rules, and requirements as they apply to municipal bridge projects.
Conducts on-site investigations, reviews alternatives, and suggests actions to public officials, department administrators and consultants for correcting problems related to existing bridges.
Represents the Bureau at discussions and meetings with Town/City officials and their consultant on various issues related to municipal bridge projects.
Minimum Qualifications
Education: Possession of a Master of Science degree from a recognized college or university with a major concentration in civil engineering, or possession of a Bachelor of Science degree from a recognized college or university with a major in civil engineering and possession of a Master of Business Administration degree from a recognized college or university.
Experience: One year of work experience in the practice of civil engineering post Professional Engineer licensure.
OR
Education: Possession of a Bachelor of Science degree from a recognized college or university with a major concentration in civil engineering.
Experience: Three years' work experience in the practice of civil engineering post Professional Engineer licensure.
OR
Education: Possession of an Associate's degree from a recognized college or university, with a major study in civil technology.
Experience: Five years' work experience in the practice of civil engineering post Professional Engineer licensure.
License/Certification: Applicant must possess a valid driver’s license. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. Licensed Professional Engineer in New Hampshire.
Special Requirements All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
