IT STATEWIDE SENIOR ANALYST 1 (AppDM LDH POS# 50683878)

The Division of Administration/Office of Technology Services has a vacancy for a Lead Analyst position in the Applications and Data Management (AppDM) Health cluster. The job is located in the Applications and Data Management Section and carries the TS-317 pay grade.
Position Overview The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. This Lead Analyst will work closely with AppDM technical staff, LDH program subject matter experts, and other OTS verticals, receiving direction from the IT Statewide Director 2.
The Division of Administration is the state government’s management arm and the hub of its financial operations. It performs a wide variety of activities including:
Overseeing the state’s capital construction program
Providing state and federal grants for community development
Development of the state budget
Providing technology services
Guiding agencies in purchasing and contracting processes
Administering federal funds to help residents recover from hurricanes
Qualifications Seven years of experience in IT, project management, business analysis, or administrative services; or
Six years of full‑time work experience in any field plus five years in the required areas; or
An associate’s degree in IT plus five years in the required areas; or
A bachelor’s degree plus five years in the required areas; or
A bachelor’s degree with 24 semester hours in a technical field plus four years in the required areas; or
A master’s degree plus four years in the required areas.
Experience Substitution Every 30 semester hours earned from an accredited college or university is credited as one year of experience toward the six years of full‑time work experience. The maximum substitution is 120 semester hours, which substitutes for up to four years of experience. Certifications may also be substituted at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
Job Duties Identifies and implements process improvements, analyzes workflows, develops procedures, and documents changes to ensure compliance and training. Provides expert assistance to state agencies and departments in resolving critical business and technical problems. Initiates and promotes reporting solutions to agency leadership. Directs or assists in the preparation of highly complex specialized reports. Participates in enhancement and defect design review committees and quality assurance teams for mission‑critical projects. Facilitates collaborative application design, enabling data sharing across statewide systems. Manages and resolves complex issues requiring advanced problem‑solving skills. Facilitates collaboration across multiple OTS divisions, LDH departments, and stakeholders. Provides guidance for IT professionals and leads cross‑agency steering committees. Reviews statewide system enhancements, assesses value, and determines viability of incorporation. Coordinates related user training. Participates in recruitment, mentoring, and cross‑training of new staff. Submits staff access requests and maintains security. Assists in preparing strategic, operational, and performance plans for AppDM Health. Prepares business requirements for vendor contracts. Evaluates emerging technologies and recommends software products, tools, and training. Assesses impact of new legislation, regulations, and policies on organizational and statewide systems. Maintains audit posture through proper specifications and testing. Provides compliance improvement recommendations.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
Position‑Specific Details Appointment Type: This vacancy will be filled by promotion of a current permanent status OTS employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
