Overview IT Project Manager role based in Lexington, MA 02421. Primarily remote, with some onsite as needed. Candidate must be within 100 miles of the zip code. This client is a US Federal Government contractor and is legally required to hire US Citizens. US Citizens will only be considered for this role. A United States Government Clearance is required to be eligible for the position.
Base pay range $100.00/hr - $120.00/hr

Responsibilities
Execute ISD’s major projects and programs using standard methodology, templates, tools and framework for effective project performance.
Support efforts to define new projects/programs including scoping, sizing and planning.
Facilitate development of business case, charter, project plan, communications plan, and requirements metrics with input from project teams.
Closely track project tasks and progress to plan; report delays, challenges, risks and issues and coordinate mitigations.
Drive project results aligned with strategic organizational objectives.
Collaborate with business analysts, technical leads, developers, QA, and other key stakeholders from scope definition through implementation.
Manage scope, schedule, risks, issues and changes while minimizing exposure and risk across multiple projects.
Hold regular project meetings (kickoff, closeout), set agendas, document notes and action items; provide status reporting to stakeholders, ISD management and Laboratory senior management.
Build relationships and negotiate in a matrixed environment; balance risk, efficiency, quality and PMO process requirements.
Partner with technical leads to work with vendor PMs and monitor procurement activities with contracting service.
Lead project/program reviews and quality assurance to ensure successful execution and customer satisfaction.
Qualifications
Must Have:
Diverse and broad experience executing multiyear, multi-phase infrastructure, product deployment, software development, business applications, ServiceNow implementations and website development programs and projects.
Experience delivering cloud implementations including SaaS, IaaS and PaaS.
Deep knowledge of PM methodologies (PMBOK, Waterfall, Agile Scrum).
Understanding of application programming, database and system design; knowledge of Internet, Intranet, Extranet and client/server architectures.
Proven ability to work in a highly matrixed organization, influence cross-functional teams and lead change management.
Self-starter, able to work independently with little supervision and collaborate with teams.
Ability to negotiate, persuade, and remove obstacles to achieve project objectives.
Strong analytical and problem-solving skills; able to evaluate business problems and propose solutions.
Advanced financial management: budgets, forecasts and cost analyses within fiscal constraints.
Nice to Have:
Active clearance (secret/top secret, etc.) due to the nature of the work.
