Job Summary
The Manager-Plant Maintenance manages, oversees, directs, and provides oversight for the Electrical, Instrumental, Facility, and Mechanical maintenance of the water utility plant.
Oversees budget, procurement processes, and all personnel actions associated.
Essential Functions
Oversees the operations of the facility, ensuring that all facilities and related components are functional and in compliance with all state and federal guidelines; monitors and evaluates mechanical equipment, electrical components, and general instrumentation, conducts daily plant inspections, and directs operations on a daily basis.
Manages, coordinates, and monitors the development and implementation of the budget, billing and payment processing; oversees purchasing for maintenance requirements, coordinating program activities, and ensuring all equipment and facilities are operational to provide services.
Identifies, determines, and discusses equipment failures with operational staff and mechanics; makes necessary purchases and assignments to ensure equipment is functioning optimally and issues are addressed.
Identifies major needs of the facility and works with project management to implement, coordinate, plan and design capital improvement projects for the facility; attends planning and design meetings on a regular basis, reviews mechanical reports; coordinates plant maintenance to accommodate any and all construction activities and oversees the planning, development, and operation of special projects.
Plans, assigns, delegates, and manages the work of subordinate staff; manages activities of the operating budget staff, manages work quality and accuracy, delivers performance feedback, and oversees payroll activities.
Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
Monitors, manages, and evaluates treatment plant performance to ensure compliance and plant goals are being met; provides advanced troubleshooting and correction of issues in a timely manner; inspects and evaluates maintenance activities and other mechanical functions to ensure efficiency and operation.
Organizes, directs, and supervises activities related to establishing procedures, policies, goals for plant maintenance; maintains communication, ensures effective delivery of services, resolves problems, and manages plant operations.
Performs any and all other work as needed or assigned.
Knowledge and Skills
Knowledge of Utility policy, procedure, and standards.
Knowledge of plant maintenance for water utility.
Knowledge of water and wastewater operations.
Knowledge of electrical, instrumental, facility, and mechanical operation for water utility.
Ability to establish and obtain operating goals and objectives for unit.
Ability to devise solutions to administrative problems and to plan, assign, and/or supervise the work of others.
Ability to develop and evaluate administrative policies and procedures.
Ability to disseminate information through the preparation of concise reports.
Ability to supervise and manage a staff, assign work, and give performance feedback.
Ability to develop and administer a budget.
Communicating effectively verbally and in writing.
Establishing and maintaining effective working relationships.
Minimum Qualifications Education :
High school diploma/GED.
Experience :
9 years of progressively responsible experience in facility maintenance or water/wastewater operations, including scheduling maintenance tasks, assigning work orders, procuring materials/supplies, and/or utilizing a computerized maintenance management system (CMMS).
2 years of supervisory/project management responsibilities.
Equivalencies :
Associate degree in any field plus 7 years of required experience, including 2 years of supervisory/project management responsibilities.
Bachelor's degree in engineering, computer science, or environmental science plus 5 years of required experience, including 2 years of supervisory/project management responsibilities.
Any bachelor's degree or higher in a non-specified field plus 7 years of required experience, including 2 years of supervisory/project management responsibilities.
Master's degree in a specified field plus 3 years of required experience, including 2 years of supervisory/project management responsibilities.
License :
Valid driver's license with good driving record.
Salary Range $81,127.23 - $101,409.04. The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
