We are seeking a detail?oriented and experienced Installation Team Leader to support the planning, coordination, and execution of shipboard system installations aboard U.S. Navy vessels. The successful candidate will review and interpret Ship Installation Drawings (SIDs), coordinate with engineering teams, and ensure compliance with Navy standards and shipboard integration requirements. The position requires hands?on experience with Navy shipboard environments, a working knowledge of Navy installation documentation, and the ability to interface with multiple stakeholders. Core Responsibilities Analyzing current Navy HR and Science and Technology Reinvention Laboratory (STRL) policies to ensure compliance with applicable federal regulations, OPM guidelines, and Navy directives. Assisting in the development, revision, and communication of strategic workforce strategies, including succession planning, workforce shaping, and employee engagement efforts. Providing expert?level guidance on retention strategies, identifying trends and best practices to enhance workforce stability and mission readiness. Providing recommendations on complex Human Resources matters, drafting formal replies and/or directly responding to requests for information from Department of Defense (DoD) or Department of the Navy (DoN) entities. Supporting strategic workforce management efforts, including the implementation, data analysis, and reporting of workforce engagement surveys and organizational climate assessments. Coordinating with Navy HR leadership, functional stakeholders, and command?level partners to facilitate smooth policy implementation and address emerging human capital challenges. Maintaining strict confidentiality in handling sensitive personnel and policy matters, while delivering timely, accurate, and actionable recommendations that support strategic objectives.
Required Qualifications
U.S. Citizenship and ability to obtain/maintain a Secret security clearance. Bachelor's degree in Human Resources, Public Administration, Business, Organizational Development, or a related field. Minimum of 5 years of relevant experience in federal HR, workforce planning, or human capital policypreferably within the DoD or Navy environment. Demonstrated knowledge of federal and Navy?specific HR regulations, including Title 5, Title 10, STRL policies, and DoD Instruction 1400 series. Proven ability to analyze HR policies and develop strategies in alignment with organizational goals. Strong communication skills and experience drafting responses to senior stakeholders, including Congressional or OSD?level inquiries.
Preferred Qualifications
Masters degree in Human Capital Management, Public Policy, or related discipline. Experience supporting workforce modernization, data analytics, or transformation initiatives within DoD or other federal agencies. Familiarity with Navy HR systems, workforce dashboards, or survey platforms (e.g., DEOCS, FEVS). HR certifications (e.g., SHRM?CP/SCP, HRCI, or FAC?P/PM HR focus).
Clearance Information
Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL). In order to qualify for this position, the candidate must be a U.S. citizen and either currently possess this national security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
