Consultancy Details Duty Station: Programme Group, GenU
Duration: 1 November 2025 – 30 October 2026
Home/Office Based: Remote
Background The AU Women and Youth Financial and Economic Inclusion (WYFEI) 2030 initiative is part of the African Women’s Decade (2020–2030). It aims to dismantle systemic barriers that perpetuate poverty, deprivation and social injustice among women and youth in Africa. This public‑private partnership progressively strengthens financial and economic inclusion, empowerment and welfare for women and youth across the continent. WYFEI 2030 is anchored in Agenda 2063, which envisions a prosperous Africa founded on inclusive growth, sustainable development, entrepreneurship, industrialisation and equitable youth employment.
Purpose of the Assignment To provide technical and operational support to MERL across the WYFEI Initiative through AU/UNICEF EmPowerHer Africa, ensuring results‑based implementation, rigorous reporting, enhanced accountability, capacity building and strategic learning for scale‑up.
Scope of Work
M&E System Operationalisation & Management
Deploy, operationalise and maintain the AU WYFEI 2030 Scorecard and monitoring system in all participating pilot Member States.
Establish and manage MEL dashboards that include gender‑, age‑ and safeguarding‑sensitive indicators.
Support data quality control: routine data entry checks, validation protocols and compliance with AU/UNICEF standards.
Implement protocols for secure and ethical data management.
Monitoring & Reporting
Track progress against annual and quarterly Scorecard targets; flag under‑performing areas and propose course corrections.
Produce quarterly M&E progress reports and one annual consolidated report using AU/UNICEF templates.
Monitor and document risks, safeguarding concerns and compliance with operational standards.
Evaluation & Learning
Design and facilitate formative, mid‑term and summative evaluations/assessments; ensure methodologies are gender‑ and age‑responsive.
Deliver actionable, evidence‑based recommendations with each evaluation report.
Organise at least two formal learning and knowledge‑sharing sessions per semester for partners and Member States.
Capacity Building & Technical Support
Conduct a minimum of three practical training sessions on Scorecard utilisation, quality assurance and reporting protocols.
Provide on‑call technical support for data analysis, visualisation and integration of MEL insights into planning.
Develop user‑friendly guides (English and, if possible, French) for partners and staff.
Key Deliverables & Deadlines
Scorecard rolled out and actively used in all pilot Member States by 30 Nov 2025.
Scorecard fully operational with dashboard analytics by 31 Dec 2025.
Quarterly M&E reports produced within 10 working days after each quarter.
Four quarterly Risk & Compliance monitoring frameworks implemented and updated quarterly.
Annual consolidated M&E report submitted within 20 working days of project end, 30 Oct 2026.
Three evaluations/assessments completed with recommendations and management response by 31 Oct 2026.
Two formal learning and knowledge‑sharing sessions per semester for partners and Member States, scheduled throughout 2025‑2026.
Three capacity‑building sessions conducted; user‑friendly guides delivered by 31 Aug 2026.
Qualifications
Education: Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Social Policy, Economics, or related discipline.
Language Proficiency: Fluency in English; French or other AU working language(s) highly desirable.
Knowledge & Skills
At least 5 years’ experience in M&E for multi‑country development programmes, preferably in youth and women’s empowerment.
Demonstrated ability to operationalise and manage MEL systems, lead evaluations and build capacity.
Experience with AU, UN or equivalent results‑based frameworks.
Strong analytical, reporting, communication and facilitation skills.
Requirements
Completed profile in UNICEF’s e‑Recruitment system.
Upload copy of academic credentials.
Financial proposal including costs per deliverable and total lump‑sum for the assignment, travel costs, subsistence allowance, visa/health insurance costs and other estimated costs.
Indicate availability; emergent travel expenses covered by UNICEF.
Health insurance coverage in place at time of contract award.
Professional fees paid upon satisfactory deliverables; UNICEF reserves right to withhold payment for unsatisfactory deliverables or delays.
Visa & Health Insurance (if required)
Consultant and household members must have valid visa status (G4) for U.S. work.
Consultant must provide valid health insurance covering entire contract period.
Must be fully vaccinated against SARS‑CoV‑2 with WHO‑endorsed vaccine before assignment start.
Applicable to consultants working remotely; travel to UNICEF premises not required.
