TRANSPORTATION ENGINEER (CIVIL) Job Description and Duties

Under the direction of the Minor B/Emergency Contracts Branch Chief, a Senior Transportation Engineer, the Transportation Engineer (Civil) (TEC) prepares Minor B transportation projects from project initiation through acceptance of construction contracts. The TEC prepares plans, specifications, estimates, permits, certifications, and other required documents for Minor B construction contracts in compliance with Departmental policies and procedures. Based on the unit workload and delivery commitments, the TEC performs various transportation engineering tasks of average difficulty accomplished through understanding and applying Caltrans standards, manuals, guidelines, policies, directives, and computer software applications. The incumbent is assigned tasks to expedite the project delivery process. As the TEC progresses in experience, he/she may be assigned more difficult work and may function as a lead person over the activities of various engineering and technical personnel. Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in-person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle. Candidates who take the TE Civil online exam prior to passing the written hurdle may negatively impact their hiring eligibility. Position located at 4050 Taylor Street, San Diego, CA 92110, San Diego County. Multiple positions may be filled from this recruitment. While at the base of operation, works in a climate-controlled environment in an office building, field office, laboratory, and/or trailer. May periodically be required to travel to perform fieldwork and may be exposed to dirt, noise, dust, chemicals, uneven surfaces, and extreme weather conditions. Travel, night shift, and overtime may be required. The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of the Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long-term travel and can be located throughout the state. In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas. For placement in TE Range D, possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is required. Travel, night shift, and overtime may be required. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. Statement of Qualifications (SOQ) – Applicants must also submit a Statement of Qualifications (SOQ). The SOQ is a discussion of how an applicant\'s education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for this position. Failure to include and complete the SOQ as instructed may not be considered and may result in disqualification for the interview. Resumes and cover letters will not take the place of the SOQ. The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 12‑point Arial font. Provide examples that demonstrate your experience in preparing reports, plans, obtaining certifications, permits and cost estimates for transportation‑related projects. Provide examples that demonstrate your proficiency in software skills with programs such as MicroStation, AutoCADD, Civil 3D, Primavera P6, Microsoft Office Suite (Excel, Word, PowerPoint, Schedule, etc.) and other industry standard software. Provide examples that demonstrate your academic and/or professional experience with transportation related projects in either civil service or private industry (i.e. design, construction firms, etc.). Provide examples that demonstrate your experience in preparing and disseminating reports (both oral and written) or studies of a technical nature in either an academic or professional environment. Provide examples that demonstrate your experience in working cooperatively with internal and external team members to successfully complete projects in a timely manner. Provide examples that demonstrate your experience in critical thinking, innovation, and problem resolution to develop and continually improve processes and products. Application Instructions
