Pump Station Maintenance Technician

Overview
Under general supervision, performs journey level work related to the installation, maintenance, and repair of electronically sophisticated storm and sewer pump stations. This includes level and flow measurement devices, radio and cellular communications and telemetering systems, control systems (PLCs, RTUs, SCADA), and other low voltage electrical and electro-mechanical equipment throughout City facilities. Performs other related work as required. Responsibilities
Monitors City pump station operations and investigates alarms and trouble calls; makes repairs as needed. Conducts preventive maintenance inspections for normal operation and makes necessary adjustments. Performs electrical and electronic repair, maintenance, and operation of pumping stations, lagoon gates, diesel emergency generators, SCADA, and other City electrical and electro-mechanical systems. Installs, maintains, repairs, troubleshoots, and replaces electrical wiring, conduits, lighting, motors, actuators, radio and cellular equipment, and power/control circuits. Reads and interprets diagrams (wiring, mechanical, electrical, control systems, piping, instrumentation) and specifications; uses vendor manuals and drawings to install or repair complex instruments; assists with layout and field installation details for new equipment. Maintains, installs, troubleshoots, and repairs electronic computer systems including PLCs, HMIs, SCADA, RTUs, VFDs, and Soft Starters. Troubleshoots telemetry, SCADA, and PLC software and hardware; develops change recommendations; programs PLCs and logic controllers and documents software/hardware changes. Operates in confined spaces in accordance with safety requirements; installs rated equipment for hazardous areas as needed. Leads or participates in the design or redesign of electronic controls and power/control circuits; gathers data for engineering projects; assists with start-up and acceptance testing. Operates hand and power tools and heavy equipment related to the work. Maintains CMMS records and prepares reports on equipment operation; requisitions parts and supplies as needed. Drives and operates specialized vehicles (e.g., crane truck, bucket truck, wash rig). Responds to emergencies and repairs pumps, pump controls, portable pumping equipment, and diesel generators as required. Installs, maintains, repairs, overhauls, calibrates, and tests industrial instrumentation for level and flow control. Reviews engineering designs and modifications to control systems and recommends technical and operational improvements. Works with Maintenance Workers and other staff independently as needed. Working Conditions
Outdoor work on City streets with exposure to weather; heat, cold, rain, wind, and humidity. Exposure to electrical and mechanical hazards, noise, dust, and fumes. Travel within City limits to work sites and meetings. May work alone or with others depending on the task. Required to wear appropriate PPE as needed. May be subject to emergency call-outs, including evenings, weekends, and holidays. Physical Demands
Must perform moderate to heavy physical labor for extended periods. Stand, walk, bend, stoop, crouch, climb ladders, kneel, and reach overhead or below the waist. Lift and carry tools and equipment up to 50 pounds; heavier lifting may require assistance. Vision, dexterity, hearing, and speaking abilities as required to perform duties safely and effectively. Work in confined spaces and outdoors in varying weather conditions. Education/Experience
Education: Equivalent to graduation from high school supplemented by courses in electricity and electronics. Experience: Progressively responsible experience in skilled maintenance or repair of pump station equipment. Special and Other Requirements
Willingness and ability to respond to after-hours emergency calls as required. Willingness to work outdoors in varied weather; ability to work shifts, weekends, holidays, overtime, and standby as needed. Possession of Grade 1 California Water Environmental Association (CWEA) Electrical and Instrumentation Technologist (EIT) Certification OR ability to obtain within 12 months of hire. Possession of a valid Class B California Driver’s License (or valid Class C with ability to obtain Class B within six months) and a satisfactory driving record. Employees in positions requiring a Class B license are subject to DOT drug/alcohol testing. Knowledge and Abilities
Knowledge: Electrical and electronic theory; electrical equipment repair and maintenance; safe work practices; pump station systems. Abilities: Troubleshoot, install, and repair electrical instrumentation and systems; read blueprints and wiring diagrams; interpret electrical codes; operate specialized tools and equipment; diagnose PLC/SCADA software and hardware; perform confined space work with proper PPE; estimate labor and material costs; maintain accurate records; work independently; communicate clearly; establish effective working relationships. Selection Process
The examination process may include an application and supplemental questionnaire evaluation, a written exam, a practical exam, and an oral interview. Applicants will be notified of exact dates in advance. Eligible List will be created from successful candidates; final hiring decisions rest with the Department Head and City Manager.
