Has immediate responsibility for performing a variety of specialized clerical duties in the personnel office of a County department. RESPONSIBILITIES

Maintain personnel files and records of individual employees, including work history, vacations, leaves of absence, probation reports, performance evaluations, appraisals of promotability, status changes, and disciplinary actions. Maintain a system of item control as a check on the number of allocated positions and the status of each; prepare requests for approval of deviations such as frozen or borrowed positions. Compile periodic statistical reports providing management with information such as turnover, vacancies, total number employed, and budget needs. Disseminate information concerning recruitment needs to various agencies and organizations. Obtain eligible lists, certifications, examination results, medical records, and other information pertaining to recruitment, testing and selection of applicants. Interpret salary provisions of the County Code to determine the salary rate applicable in a given set of circumstances, considering factors such as Y-rates, advanced step recruitment, superior-subordinate pay, shift differentials, bonuses, hazard pay, and furnish necessary data to the payroll section. Provide information to applicants, explain Civil Service procedure, evaluate applications, clarify questionable or inadequate information, and attempt to resolve problems affecting eligibility. Assist in securing special examiners and interviewers. Conduct initial interviews of eligible candidates and recommend them for employment as needed. Conduct preliminary investigations in situations involving police records, proposed disciplinary action, employee grievances, etc. Provide information to employees concerning their rights, benefits and responsibilities, departmental policies and regulations, Civil Service Rules, and the County Code; may conduct orientation of new employees. Option I:

One year of experience assisting in technical personnel work in a Central Personnel Office at the level of Senior Clerk, Senior Typist-Clerk, or higher. Option II:

One year of payroll experience at the level of Payroll Clerk I. Important note on the level of work:

SPECIAL REQUIREMENT INFORMATION * Technical personnel work experience such as policy development and application, examination and recruitment, classification and salary administration, employee relations, staff development, performance management, discipline and advocacy, benefits and retirement, Worker’s Compensation and Return-to-Work programs, personnel operations and personnel records. ** Central Personnel Office is responsible for providing human resources or personnel functions to the entire organization or County department under the direction of a Human Resources Manager. *** Experience at the level of Senior Clerk, Senior Typist-Clerk includes independent responsibility for or leading others, including review, verification, processing of documents, record keeping, file location and compilation, and document development or updating. **** Experience at the level of Payroll Clerk I is defined as processing the payroll for a segment of an organization or county departmental or Health services payroll operation. LICENSE

A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS

Physical Class II - Light: Includes administrative and clerical positions requiring light physical effort that may include occasional lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. WITHHOLD INFORMATION

Once you meet the requirements, you will be invited to take an assessment of the proficiencies required for this job. The examination will consist of multiple-choice and/or simulation assessments, weighted 100%, assessing: Customer Focus Learning Potential Responsibility General Problem-Solving Skills You must meet the requirements and achieve a combined passing score of 70% or higher on the examination to be placed on the eligible list. ELIGIBILITY AND VACANCY INFORMATION Candidates who pass the assessment are placed on an eligible list in the order of their score group for six months.
