Overview
This exempt position is responsible for 24-hour technical and supervisory work in the operation and maintenance of a water treatment plant(s). The role oversees administrative, technical, and supervisory work in the management and daily operation of water treatment plants and laboratory. Work is performed under limited supervision of the Utilities Director, Operations Manager or designee. This is an essential position; extended hours may be required during and after declared emergencies. Description

Provides technical support and guidance in the work activities of treatment plant personnel. Interprets operating data and institutes minor modifications in operation procedures to assure continuous and efficient treatment; in emergencies, implements established corrective procedures to restore operating conditions; distributes, interprets, and ensures compliance with policies and informs supervisor accordingly. Directs and makes operational adjustments to laboratory and/or treatment process equipment; supervises maintenance and routine mechanical and electrical repairs of equipment. Reviews daily logs of plant operations and directs requisitions of personnel, materials, equipment, and tools for proper plant operations. Plans, allocates, schedules, and conducts site inspections for construction and maintenance activities to ensure compliance with state regulations. Ensures compliance with safety procedures and supervises inspections of buildings, grounds, and equipment for conformance to permit requirements, safety standards, and security requirements. Maintains records of chemicals used and water treated; maintains records of plant treatment, maintenance and repairs, and upgrades. Produces and signs monthly operating reports and required bacteriological and chemical reports for regulatory submittal. Assists Operations and Compliance Managers in managing ongoing program development as mandated by regulatory agencies. Develops and updates Standard Operating Procedures (SOPs) for plant treatment systems; coordinates training of plant staff related to SOPs, safety, and other required Town training. Assists in identifying needed improvements and helps prepare annual operating, capital replacement, and improvement budgets; monitors budgets and recommends amendments; assists in procurement requests. Responsible for preparation of performance evaluations, promotions, demotions, disciplinary actions, and employee work schedules; reviews subordinate work for completeness and accuracy. Exercises independent judgment in evaluating situations and making decisions. Participates in new worker orientation and provides training and instruction to plant personnel; evaluates and makes recommendations as appropriate. Assists in duties of the Operations Manager in their absence and follows oral and written instructions. Performs other related work as required. Minimum Requirements
Graduation from High School or GED equivalency. Five (5) years' experience as a Plant Operator (operating and maintaining treatment plants). Knowledge of and ability to meet regulatory compliance requirements. Possession of a Class "A" treatment license in Water Treatment issued by the State of Florida Department of Environmental Protection (DEP). Ability to obtain within one (1) year of employment a Class "B" Commercial Driver's License (CDL). Preferred Requirements
Two (2) years of experience in a supervisor role. SEDA certification in Membrane Technology or ability to obtain within one (1) year of employment. Two (2) years of membrane experience. Supplemental Information

Incentive: $100/pay period Additional incentives: $1000 – paid out in June 2025 (prorated based on hire date) Health Insurance: 100% paid by the Town for single coverage, 50% paid for dependents Leave: Holidays - 13 days per year; Sick Leave - 3.69 hours accrued per pay period; Vacation - 2 weeks per year (increases with tenure); Birthday Leave - 1 day per year after probation; Quality Service - 1 day per year after probation and conditions; Wellness Days - 2 days per year after probation. Pension/Retirement: Town Sponsored Pension with mandatory 3% contributions per pay period; 457 Deferred Compensation Plan (voluntary contributions allowed). Uniforms: Provided by the Department.
