Texas Position is ONSITE/Hybrid at 4601 W Guadalupe Street, Austin, Texas 78751 (with some hybrid work - determined by the hiring manager) Level Description 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Minimum 5 years of experience, served as a liaison between the Business community and Customer IT Teams. Job Description Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. Key Responsibilities

Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals. Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models, data models, capability models, value streams, and organizational models. Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Candidate Skills And Qualifications - Minimum Requirements

8 years: Progressive experience in a Business Architect role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives. 8 years: Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. 8 years: Demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. 8 years: Exceptional business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate. 8 years: Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions. 8 years: Excellent written and verbal communication, presentation, and interpersonal skills. 8 years: Strong negotiation, facilitation, and conflict resolution skills. 8 years: Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field. Preferred Requirements

Strong preference for direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems. Experience working within a government or public sector environment. Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt. Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
