Job Description WSP USA is initiating a search for a Project Officer/Construction Manager in New York City supporting our client, School Construction Authority (SCA).

Impact & Responsibilities

Provide the administration and coordination of activities for the design and construction of complex and highly visible projects under guidance of a senior level SCA Project Officer.

Ensure quality and high standards of performance and compliance by all consultants, vendors, and contractors.

Make decisions and take action in a timely manner to expedite completion of construction.

Correct mistakes and errors in design and construction early to prevent extensive incorporation into the project.

Exercise responsible decision‑making regarding company funds, resources, and conduct in compliance with WSP’s Code of Conduct.

Maintain workplace safety and comply with health, safety, drug/alcohol, and harassment policies.

Manage project scope, schedule, and budget, including phasing and scheduling decisions, and direct preparation of schedules for planning, design, and construction.

Interface with contractors, construction managers, local school personnel, and senior Project Officers; interact with SCA senior managers on project issues.

Develop and issue project procedures and policies; review and recommend SCA-wide procedures.

Provide guidance and advice to lower‑level Project Officers and resolve field report issues raised by architects and construction staff.

Coordinate with architect/engineer of record on change orders, contract documents, shop drawings, and other technical matters.

Issue field memoranda or directives to contractors to enforce contract compliance; advise senior management on liquidated damages and contractual enforcement.

Make on‑site change order decisions and negotiate with contractors, committing SCA resources.

Review contractor claims or disputed work and advise senior management on appropriate action; compile documentation for adjudication.

Visit job sites as required; provide after‑hours coverage for emergency coordination.

Provide weekend coverage as needed.

Travel throughout New York City; a vehicle and valid driver’s license required.

Required Qualifications

Bachelor’s degree from an accredited college or university.

5–7 years of progressively responsible full‑time work as a technical specialist in construction and design, with at least 2 years managing all phases of construction work on a scale similar to the SCA.

A New York State valid driver’s license.

A satisfactory combination of education and experience.

Preferred Qualifications

P.E. license.

Bachelor’s degree in Civil/Electrical Engineering.

CEI or IAEI Electrical Inspection Certificate.

Compensation & Benefits Expected Salary: $74,200 – $146,900. WSP provides a comprehensive suite of benefits including medical, dental, vision, disability, life, and retirement savings.
