DEFINITION
The Emergency Dispatcher series is utilized in the Police Department, providing full emergency and non‑emergency communications and dispatch services to law enforcement, fire protection, medical services, and other public safety agencies. Under general supervision, the dispatcher operates a variety of communications and dispatch equipment, receives and monitors routine and emergency messages, dispatches public safety equipment and personnel during emergencies, and performs related duties as required.
JOB DESCRIPTION Under general supervision, the dispatcher operates complex electronic and telecommunications equipment to dispatch public safety and public service personnel and equipment to emergency and non‑emergency situations while under close and continuous supervision.
DISTINGUISHING CHARACTERISTICS
Emergency Dispatcher I:
Entry‑level classification; requires one‑year probation with training in the operation of complex equipment.
Emergency Dispatcher II:
Experienced classification; requires proficiency in routine and emergency dispatching services with greater degree of independence.
SUPERVISION RECIEVED AND EXERCISED
Emergency Dispatcher I:
Receives supervision from the Senior Emergency Dispatcher.
Emergency Dispatcher II:
Receives general supervision from the Senior Emergency Dispatcher.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Receives and dispatches routine and emergency telephone and radio communications; determines proper jurisdiction, equipment, and personnel to be dispatched.
Monitors multiple public safety frequencies and fire or burglar alarm systems.
Coordinates efforts with other agencies as required.
Uses radio and other equipment to dispatch units; provides information to field personnel (e.g., location of water supply, hazards, routes).
Maintains radio contact with local units and personnel from other agencies.
Responds to National Warning System alerts and operates teletype terminals and other data communications equipment.
Performs clerical work including statistics computation and data entry.
KNOWLEDGE, ABILITY AND SKILL (LEVEL I & II) Knowledge Of
Modern office procedures, computers, and record keeping.
Geography of the City of Lemoore and Kings County; map reading.
Proper English grammar, vocabulary, and spelling.
Ability To
React quickly and calmly in emergency situations, maintaining confidentiality and accurate message relay.
Interpret maps and identify major landmarks; multitask across varied responsibilities.
Exercise sound judgment, communicate effectively, and maintain accurate records.
Operate and monitor CAD, CLETS, and 911 systems concurrently; complete continuing education courses.
Disptach and monitor for Fire, Law Enforcement, Animal Control, and other agencies.
SPECIAL REQUIREMENTS
Type at least 40 wpm; use computer keyboard accurately.
Work irregular hours and variable shifts (evenings, nights, weekends, holidays, overtime).
Qualify for security clearance via background investigation.
Speak and enunciate clearly over radio and telephone; hear conversations with weak transmissions.
Stand or sit at computer consoles for extended periods.
Designated as “First‑Responder” in local, state, or national emergency.
EXPERIENCE AND TRAINING GUIDELINES Emergency Dispatcher I
Experience:
One year of general office or public contact experience; computer experience or training is highly desirable.
Training:
Equivalent to completion of twelfth grade.
License:
Complete P.O.S.T. Public Safety Dispatcher Basic Course within one year of hire; valid CLETS training certificate required.
Emergency Dispatcher II
Experience:
One year performing duties equivalent to an Emergency Dispatcher I for Lemoore or other agency.
Training:
Equivalent to completion of twelfth grade.
License:
Valid California P.O.S.T. Public Safety Dispatcher certificate; valid CLETS training certificate required.
WORKING CONDITIONS
Office environment; exposure to computer screens.
Highly controlled access facility; sit/stand for extended periods at desk or computer terminal.
Communicate orally, in person, on phone and over radios; visual ability to distinguish colors on CAD machines; routine visual ability for reading and watching computer screens.
SELECTION PROCESS
