Human Resources Manager

Salary and Compensation
Approved Starting Salary: $54,165
Advertised Salary Range: $54,165 - Salary commensurate with qualifications
Job Level: P3 – Professional
Full‑time, 37.5 hours per week (Monday – Friday 8:30 am – 5:00 pm)
Basis: 12 months
Job Summary Serving as the Human Resources Manager for University Libraries, reporting to the Assistant Dean, Director of Administrative Services. The incumbent oversees all aspects of University Libraries Human Resources activities, provides independent judgment, and works closely with the Assistant Dean.
Minimum Education and Experience
Bachelor’s degree in a related field
3+ years of related experience (or equivalent combination of certification, training, education, and experience)
Preferred Qualifications
Knowledge of state and USC Human Resources policies and procedures
Knowledge of general Human Resources standards and practices
Knowledge, Skills, and Abilities
Modern office practices, procedures, and equipment
Maintain confidentiality and exercise judgment in interpreting and applying policies and procedures
Plan and organize work activities, prioritize tasks, and communicate effectively
Serve customers courteously and effectively
Job Duties
Oversee recognition programs, including bonus programs (10 %)
Act as liaison with the Division of Human Resources Employee Relations Office, advising on employee relations issues, disciplinary actions, and related matters (15 %)
Educate employees on HR policies, procedures, and benefits (5 %)
Provide guidance on recruitment and employment matters (5 %)
Oversee and direct day‑to‑day HR activities, supervising the Human Resources Coordinator (20 %)
Analyze and maintain position descriptions in alignment with organizational goals (5 %)
Co‑ordinate professional development opportunities for faculty and staff; deliver in‑house training (5 %)
Assist employees with FMLA and PeopleSoft Time and Labor system processing (5 %)
Coordinate EPMS reviews (5 %)
Perform other duties as required
