Position Summary:
Working as part of a multidisciplinary team, the Program Director evaluates and directs the care and supervision of residents and staff, formulates and plans all phases of the program, oversees program operations in accordance with Salvation Army policies and procedures, and contract regulations. The Program Director engages in execution of the program, continually evaluates effectiveness of services, seeks new funding opportunities, and encourages community participation.
Essential Functions:
Monitor, implement, and enforce applicable program policies.
Ensure compliance with all applicable laws and regulations, including Title 22 specifications.
Ensure accuracy of resident records, evidence of goals completed, and compilation of data for demographic reports.
Participate in quality management meetings, providing up‑to‑date information on resident outcomes as required by funding contracts.
Maintain and update residents’ information as required by HMIS.
Recruit, screen, develop, supervise, discipline, train, and manage staff.
Assist employee education and training in collaboration with the Divisional Homeless Services Director.
Facilitate regular team meetings encouraging staff collaboration.
Provide monthly supervision for the Program Manager and Program Coordinator, evaluating performance.
Schedule front‑line staff as required by government contracts.
Liaise with governing agencies regarding incident reports, extensions, and established procedures.
Document monthly invoices from funders and vendors.
Perform monthly statistics as required by The Salvation Army.
Rotate on‑call status with Program Manager.
Ensure HIPAA compliance regarding all client matters.
Prepare the annual budget in coordination with the Divisional Homeless Services Director and Finance Department.
Monitor and control program expenditures, maintaining budget constraints.
Promote healthy communication among clients, staff, and community.
Process, investigate, and resolve grievances or suggestions from clients, employees, and funders.
Attend community and divisional meetings.
Coordinate the Advisory Council to ensure community support for program delivery and financial viability.
Other duties as assigned.
Pay Rate:
$85,000.00–$90,000.00/yr
Working Conditions:
Ability to walk, stand, bend, squat, climb, kneel, and twist intermittently or continuously; lift up to 50 lbs.; operate computer, fax, telephone; environment temperatures 68–95°F.
Minimum Qualifications:
BA in human services, social work, business administration or related field; Master’s preferred.
Minimum three years program management experience, including administration, budgeting, program and performance management.
Experience working with homeless youth/individuals.
Valid driver’s license; must pass criminal background check.
Strong English reading, writing, speaking, and understanding.
Bilingual English/Spanish preferred.
TB screening within the first month of employment.
Skills, Knowledge & Abilities:
Strong supervision skills.
Excellent written and verbal communication skills.
Culturally sensitive and non‑judgmental.
Knowledge of homelessness, mental illness, substance use, and TAY populations.
Knowledge of required care and supervision for chronically homeless populations.
Knowledge of applicable law and regulations, including licensing and Supportive Housing Program policies.
Ability to maintain and supervise client records.
Ability to direct work of others.
Ability to recruit, hire, train, and evaluate qualified staff.
Basic food nutrition knowledge.
Role model aligning with Salvation Army values and culture.
CPR/First Aid certification.
