Summary Advances public health emergency preparedness through the development, strategic planning, implementation, coordination and evaluation of the public health emergency preparedness program. Addresses identified gaps/unmet needs in the local jurisdiction to develop associated capabilities. Assists in the epidemiology program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for meeting PHEP Plan grant capabilities.

Provides administrative support functions and technical program assistance in support of the Preparedness and Epidemiology programs to enhance public health emergency preparedness and planning.

Coordinates activities and response plans with local and regional public health planners to ensure plans are developed and implemented in a coordinated manner related to public health preparedness.

Coordinates with local governmental entities, public health planners, and other community organizations in planning and implementing regularly scheduled exercises relating to public health preparedness.

Disseminate health-related information and situational awareness data sharing as appropriate for Preparedness and Epidemiology programs.

Participates in public health preparedness and response activities.

Attends trainings and conferences that enhance professional understanding of public health preparedness and epidemiology.

Conducts trainings and develops presentations to improve understanding and support public health emergency preparedness planning and operations.

May travel to support regional preparedness and epidemiology responses.

In conjunction with CRI grant staff, coordinates the development, implementation, exercise and evaluation of public health emergency preparedness.

Assists in the development of Public Health Emergency Preparedness Work Plan, Programmatic Mid-year Performance Reports, Multi-Year Integrated Preparedness Plan (MYIPP), Jurisdictional Risk Assessment (JRA), After-Action Review/Improvement Plan (AAR/IP), Programmatic End-of-Year Performance Report and all reporting requirements for PHEP grant.

Serves as liaison with federal, state and local agencies in matters concerning public health preparedness.

Meets with appropriate stakeholders and other entities involved to discuss roles and support functions relating to public health preparedness.

Work with the Regional Health Care Coalition to develop comprehensive preparedness strategies by participating in regional healthcare coalition meetings.

Performs work in a professional, responsible and timely manner.

Performs other duties as assigned.

Supervisory Responsibilities

This job has no supervisory responsibilities.

Minimum Qualifications

Accredited hours obtained from a junior/community college or university. Preferred fields of study include emergency preparedness, public health or a related field.

Experience in public health emergency preparedness preferred.

Skills And Knowledge

Word processing, database, and spreadsheet skills required.

Basic E-mail and internet skills required.

Ability to work in group settings and work as a team member.

Ability to establish and maintain relationships with local, state, and federal agencies and stakeholders.

Preparing and conducting trainings, exercises and presentation.

Effective written and oral communication.

Ability to prioritize workload and meet required deadlines.

CERTIFICATES, LICENSES, REGISTRATIONS

Current Texas Driver’s License

Remain insurable by the current insurance vendor of MCHD.

Required NIMS Training as referenced in the Safety & Emergency Management Policy SEM 27-201 ( NIMS 100, 200, 300, 400, 700, 800)

FUNDED BY A GRANT This is a 100% grant-funded position. Continuation of this position is contingent upon continued grant funding.
