Manager, Acquisition Planning & Contract Compliance

– Washington Metropolitan Area Transit Authority (WMATA)

The Communications and Signaling Team at WMATA is seeking a Manager who will lead contract administration and ensure operational excellence across the department. In this role, you will advance efficiency, performance and accountability by aligning acquisition processes with regulatory requirements and WMATA’s mission to deliver safe, reliable, and efficient signal and communication services.

Position Overview The Manager will oversee strategic planning, risk mitigation, and the full contract lifecycle—optimizing resources, ensuring flawless contract execution, and maintaining the highest compliance standards across all initiatives. This role requires strong collaboration across departments, the ability to manage multiple priorities in a fast‑paced environment, and expertise in Microsoft Office 365 and Teams.

Key Responsibilities • Identify materials and contractor service needs, coordinate and prepare pre‑solicitation documents, source‑selection recommendations, and contractor performance and compliance reviews. • Support the Procurement Department’s execution of contract change orders, amendments, and modifications, including contract close‑outs. • Analyze office fiscal matters, develop budgetary guidelines for annual contracts, and monitor performance to achieve quality, on‑time delivery, and cost targets.

Essential Functions (Detailed List)

Manage adherence to policies, programs and processes that ensure all Activities of Materials and Inventory Planning (MIPN) initiatives are effectively achieved.

Work with transit operations offices to ensure compliance with WMATA procurement policies while acquiring all necessary goods and services.

Proactively determine and compile materials and services needs for operations, and communicate the plan to transit leadership on a periodic basis.

Develop and implement forecasting methodology, processes, tools, and metrics.

Manage solicitation development activities for all maintenance contracts, supervise and evaluate assigned personnel, and provide training and professional development.

Coordinate pre‑award activities (source‑selection committees, technical evaluations, solicitation amendments, pre‑proposal conferences).

Supervise contract management activities of all transit operation contracts to ensure compliance with contract terms and conditions; report on contract status, vendor performance and cost effectiveness.

Monitor all procurement initiations, follow‑up with Procurement (PRMT) and related offices, and establish timely contract agreements.

Develop and implement prompt payment procedures for contractor payment requests; maintain audit‑ready contract files.

Lead research, data analysis, and recommendations for future contractual actions; develop and implement improvement plans for contracting processes.

Ensure expeditious handling of procurement actions; monitor contract spend rates and resolve procurement‑related issues.

Maintain efficient inventory levels based on historical usage and future forecasting.

Act as the Contracting Officer’s Technical Representative (COTR) on various procurement and service contracts; supervise all COTR activities for subordinate staff.

Collaborate with the supply chain department to review inventory reorder points and economic order quantities.

Track procurement actions and contract performance in Authority Contract Management System(s) and PeopleSoft FSCM; conduct audits and recommend improvements.

Other Functions

Assist in developing the department budget and contributing to the business plan.

Collaborate with transit operations offices and other WMATA support offices (PRMT, COUN, OMBS, IT) to manage acquisition planning and contract compliance activities.

Qualifications Education

Bachelor’s degree in Business Administration (emphasis on contract/procurement management, purchasing, contract compliance, vendor management, business management, supply chain management, engineering) from an accredited college or university.

Alternatively, a high school diploma/GED plus four (4) years of experience in contract/procurement management, purchasing, contract compliance, and vendor management, and any experience listed below, may be considered.

Experience

Minimum six (6) years of progressive responsibility and experience in operations, procurement management, contract administration, and vendor management, including at least three (3) years in a management capacity within a transit or transportation organization.

Certification / Licensure

Must obtain Washington Metropolitan Area Transit Authority (WMATA) Contracting Officer’s Technical Representative (COTR) Certificate within 60 days of employment.

Certification from an accredited procurement program (e.g., NCMA, CPCM, NIGP, FAI) within two (2) years of hire.

Preferred

Master’s degree in Business Administration.

Experience in acquisition planning, contract management, Maximo, and PeopleSoft.

Medical Group

Must satisfactorily complete the medical examination; able to perform essential functions with or without reasonable accommodations.

Medical examination including drug and alcohol screening.

Review of current motor vehicle report.
