Contract Monitor – 988 Colorado Mental Health Line We are seeking a Contract Monitor to oversee vendor performance for 988 contracts funded by the Substance Abuse & Mental Health Services Agency and the 988 Crisis Hotline Surcharge. The role requires understanding of contract terms, proactive monitoring, and capability to drive corrective action to ensure compliance with financial, programmatic, and regulatory requirements.

Key Responsibilities

Develop and maintain communication plans with vendors and internal stakeholders.

Monitor contracts according to financial, program, and risk ratings.

Ensure documentation for risk ratings and contract compliance is complete.

Conduct post‑award meetings to communicate expectations and evaluation methods.

Collect and analyze performance data, invoices, and reports to assess compliance.

Document all performance‑related communications and evaluate contractor performance.

Review invoices, backup documentation, and finalize invoice checks before processing.

Approve goods and services receipts and support documentation.

Plan, schedule, and conduct on‑site visits, interview key contractor staff, and observe performance.

Maintain contract file, perform close‑out, and ensure final payment before completion.

Collaborate with the 988 Contract Administrator to procure deliverables and present funding opportunities.

Assist in preparing Statements of Work (SOW) and budgets, and negotiate contract language with legislative requirements.

Qualifications and Experience

Minimum Six years of relevant experience in contract administration, procurement, or program management—or equivalent combination of education and experience.

Preferred experience in behavioral health or human services contracting, fiscal monitoring, performance evaluation, and vendor relations.

Preferred degrees in Business Administration, Public Administration, or Behavioral Health Administration.

Deep knowledge of state fiscal rules, procurement processes, and contract compliance.

Experience conducting fiscal and programmatic monitoring for grants or contracts in human services or behavioral health.

Skill in interpreting contract terms, identifying risk, and implementing corrective action.

Strong data management, documentation, and analytical abilities.

Excellent communication skills for vendor coordination and internal collaboration.

Proven ability to manage multiple contracts and priorities simultaneously.
