Position Summary This role requires a candidate to come onsite to the corporate office in Jacksonville, FL. This candidate must have design/engineering experience either with an engineering consulting firm or a civil design firm.
Responsibilities will include providing verification of the design for the Civil foundations, concrete structures, steel structures, buildings, underground works, earthworks, and all design activities as related to the CAS (Civil, Architectural & Structural) aspects of the Steam Turbine Island and Balance of Plant Equipment and Systems. As a Senior Civil Engineer, this position will support the development of the Iraq Projects by reviewing the Engineer of Record (EOR) prepared engineering deliverables including studies, calculations, foundation diagrams, piling design drawings, engineering specifications, anchoring and supporting structures, material requisitions, and more, in accordance with applicable procedures, codes, standards, and contract requirements. This position will support the SEA activities of major equipment procurement including specification development/review, technical evaluations, and review/acceptance of all vendor‑provided design & engineering submittals.
Essential Functions
Serve as the senior civil engineer for the Iraq combined cycle conversion power projects from project development to completion.
Provide comprehensive review and acceptance of the produced engineering deliverables from the EOR in accordance with the Contract requirements, industry accepted standards and constructive feasibility practices.
Create and update various Technical Specification sections for civil related aspects as procured by SEA and for reviewing/accepting those technical specification which may be developed by the EOR.
Provide technical comprehensive review and acceptance of offered equipment proposals and preliminary engineering deliverables from the OEMs in accordance with the Contract requirements.
Provide comprehensive review and acceptance of the produced CAS engineering & equipment design deliverables from the OEMs (Steam Turbine, HRSG, BFP, Water Treatment, etc.), in accordance with the Contract requirements and oversee the various Original Equipment Manufacturers (OEM) from Project start to completion ensuring timely submission of documents and accuracy/acceptance thereof.
Independently plan, perform and coordinate advanced level professional and technical engineering studies, computations, drawings, reports and surveys as needed to support Iraq field (CAS) personnel.
Resolve technical issues related to the discipline independently including any required interface with other disciplines, functions, vendors, and/or client performing technical bid evaluations.
Manage technical specifications, work method statements, procedures, and design data, as applicable to the assigned project(s).
Collaborate with Customers, Engineering and Construction contractors, and vendors/suppliers, providing timely resolutions of civil engineering issues.
Collaborate with external engineering companies in designing structures and systems around the main equipment, document review, etc.
Work with other functions and disciplines in a team environment and coordinate within the CAS group and other disciplines/functions independently in developing system designs.
Develop, assign, and track actions needed to keep the project on track.
Other Complimentary Functions
Review engineering related deliverables prepared by the Team before passing to Contractor.
Review and approve project related civil, architectural & structural design/ engineering matters submitted by the Contractor(s).
Providing comprehensive support for all CAS engineering processes.
Effectively apply methodology and enforce/adhere to project standards.
Highlight and evaluate risks on the project as related to discipline engineering activities and deliverables (or absence of same).
Ensure project documents are complete, current, and stored appropriately.
Provide support in claim management and documentation including variation management and reporting and contract entitlements as related to the evaluated engineering work products by the Contractor.
Support Iraq assigned Engineers and SEA Construction Site personnel during Construction and Commissioning phase by timely responding to RFIs and other information requests.
Effectively communicate relevant project information to superiors.
Monitor and verify EOR’s engineering work progress for the purpose of progress payments.
Supports project closeout (i.e., punch list items, client final acceptance, etc.).
Attend regular status meetings with project team.
Participates in ISO 9001 and other audits.
Performs other duties as assigned.
Competencies
Strong acumen in concrete structures (foundations) including both static and dynamic applications of mechanical/electrical equipment (rotating and stationary) including design & specifications.
Extensive knowledge of Civil (CAS) engineering work processes, procedures, and specifications.
Problem solving/analysis.
Excellent computer skills.
Work Environment Most work is performed in an office environment. Infrequent trips to the vendor facilities for observation and support may be necessary which may require the use of personal protective equipment such as safety glasses, steel‑toed boots, and head protection.
Physical Demands This is largely a sedentary role. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. The employee must occasionally lift or move up to 25 pounds. The employee must be able to bend, climb, stoop, or stretch as required to examine fabricated components at the vendor facilities during FATs or other inspections.
Expected Hours of Work This is a full‑time position. Overtime and weekend work may be required as necessary.

BS degree in Civil Engineering from an accredited university or college with years of progressive related design experience.
Years of civil discipline project design engineering experience in power and/or utility stations.
Related experience must include, but is not limited to, experience in earthworks development, foundation design (for static and dynamic equipment), pile design (various types), embedment and anchoring means/methods, steel structures design, concrete & steel building designs, underground piping design, and related specifications and design development for nuclear, refinery, power, or chemical process facilities and equipment thereof.
Extensively familiar with the technical requirements and specifications for steel structures, concrete and steel buildings, piling works, loads & movements as related to all considerations of concrete supporting foundations (inground and above ground (elevated)) for utility and/or power generating station equipment and structures.
Enhanced knowledge of advanced principles and practices of civil engineering and their application to power plants and heavy industrial facilities.
Knowledge of industry and regulatory guides, codes, and standards.
Extensive knowledge and application of ASCE/ASTM/ACI/NEC/ISO/BS/OSHA Codes and Standards.
Other Education and Experience
Masters of Science (MSCE) in Civil (Structural) Engineering (desired, not required).
Professional Engineer’s (PE) License (desired, not required).
Minimum of 10 years of project experience for projects in excess of $250mUSD.
Knowledge of 3D CAD software and AutoCAD.
Engineering/Construction exposure in multiple disciplines.
