Job Description: An employee in this class develops and implements goals, objectives, policies, and procedures for the department. They assist in developing the departmental budget as well as the expenditure of the funds. Represents the department at meetings, conferences, and other public functions. Directs the preparation of a variety of records and reports relating to department activities. Identifies and resolves difficult public and human relations issues. Reviews and directs the department’s human resource activities as it pertains to the recruitment, interview process, and background investigation of newly hired employees. Conducts all internal affairs investigations and investigates citizen complaints. Coordinates law enforcement activities with surrounding law enforcement agencies. Performs shift functions in the absence of subordinate staff. Performs special projects and administrative tasks for the department. Employee is highly visible in the community and exercises visible presence to assist in maintaining a good working relationship with the public. Employee must have a positive public image, and display tact when interacting with criminal suspects, witnesses, and the public. Work is performed under the direction of the Chief of Police and is evaluated for effectiveness, visibility, compliance with standards, public support, and attainment of performance objectives.
Qualifications
Knowledge of modern law enforcement principles, practices, and procedures
Knowledge of departmental standard operating policies and procedures, and federal, state, and local laws and ordinances
Knowledge of practices, materials, techniques, and equipment pertinent to job assignment
Knowledge of human behavior characteristics
Knowledge of effective oral and written communication techniques when interacting with individuals and groups
Skill in the use of firearms and other authorized law enforcement equipment
Ability to take charge of a situation requiring law enforcement; ability to determine if criminal acts have been committed and apprehend or arrest criminal suspects
Ability to establish rapport and maintain effective working relationships with superiors, subordinates, and the general public
Ability to express thoughts clearly both orally and in written reports
Ability to maintain a physical fitness sufficient to perform law enforcement work
Pay Rate $65,844
Hours 40 hours
Education & Experience Graduation from community college or university with degree in criminal justice preferred; extensive law enforcement training and experience to include considerable supervisory experience; or an equivalent combination of education and experience.
Special Requirements
Valid driver’s license recognized by the State of North Carolina
Must meet and maintain minimum training and experience requirements for position as established by the Police Department and the State of North Carolina as set forth in 12 NCAC 09B.0101.
Possession of a North Carolina Criminal Justice Education and Training Standards Commission Advanced Law Enforcement Certification or equivalent preferred
