Overview

GENERAL FUNCTION:

The Subcontracts Administrator (SCA) will have a working knowledge of Government contracting practices (FAR and DFARS). The SCA will apply analytical skills to gather information, discern best value, develop acquisition strategies, and document all phases of a negotiated action. An understanding of contracting, subcontracting and purchasing, as well as relevant government regulations, is essential. Effective communication is critical for networking, coordination, and teamwork to meet strict quality, delivery, and cost deadlines. Develops subcontract specifications, work statements and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards (with supervision), and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. The SCA should demonstrate creativity and latitude to meet established goals and objectives. Must be able to self-direct and reprioritize activity to support business needs and meet deadlines. May be assigned discretionary authority to provide work direction and constructive feedback for other employees within the department.

Responsibilities

Working individually or as part of a team, assist with the negotiation of short and long-term agreements for raw materials, parts, subassemblies, finished goods, MRO materials, equipment, tooling, supplies and/or services from suppliers.

Participate in day-to-day subcontract administration activities including market research, supplier sourcing; basic price/cost analysis.

Issue purchase orders and follow up with requesters and end users regarding purchase orders.

Assist with supplier metrics and advising suppliers of their performance.

Review statements of work, material specifications, service contracts, and terms and conditions when required.

Act as liaison and point of contact with the supplier on formal communications and deliverables.

Coordinate with all departments on subcontract-related issues and ensure clear communication.

Promote continuous improvement in the procurement organization.

Gather information to evaluate supplier financial stability, technical capability, process control, capacity and continuous improvement techniques when required.

Follow all Supply Chain policies, procedures, guidelines and instructions including confidentiality of purchasing or commodity strategies.

Maintain close communication with supplier account and customer service personnel to minimize risk from supplier capacity issues and day-to-day disruptions affecting orders.

Assist related departments when applicable and conduct supplier site audits and investigations when required.

Work under pressure and, in some cases, tight deadlines; work with minimal supervision.

Qualifications

Bachelor of Science/Arts in Business or Finance and 3 years of experience, or Master of Science/Arts and 1 year of experience, or 3 to 5 years of relevant subcontracting experience (can substitute for Bachelor degree).

Working knowledge of the FAR and DFARS; basic software worksheet techniques.

Good communication and writing skills.

Preferred: experience in material and service sourcing activities (quoting, analyzing, negotiating, reporting and supplier rationalization; familiarity with Approved Supplier Lists, Bid Lists, and small business requirements).

Other requirements

Working environment will be 90% indoors, 10% outdoors. Ability to lift up to 50 lbs unassisted. May work nights, weekends and holidays.

Physical requirements include lifting, climbing, extended sitting or standing, or other physical efforts. Visual acuity, hearing and speaking English are required. Proficiency with Microsoft Office applications (Word, Excel, Access, etc.).
