General Description:
The Purchaser II acts as the SME for purchasing intake of requisitions for the agency while providing support to the procurement and contracting team. TVC is a mid-size agency looking for someone who has the work ethic and drive to be part of our successful team. In addition to listed duties, this position will have the potential to carry out more advanced procurement tasks to support the department overall. Our philosophy is to have employees interact with as many areas as possible to prepare them for future roles. TVC utilizes the Centralized Accounting and Payroll/Personnel System (CAPPS) for financial and payroll transactions so it will be necessary to learn complex systems quickly. The ideal candidate will have strong interpersonal skills, a proven ability to learn and research issues independently, have good problem-solving skills and demonstrate strong analytical and system skills. The chosen applicant will be able to build their skills and apply them at more advanced levels to support the finance group. This is a great opportunity for the right individual.
Essential Duties and Responsibilities
Assist with reviewing and processing requisitions to ensure quick PO sourcing by purchasing team. Ensure that all requisitions and purchase orders comply with internal policies and procedures. Maintain the Procurement Inbox by responding to all incoming purchasing questions for our internal agency staff as well as outside vendors. Assist in generating purchase orders and tracking status of completed purchase orders for internal customers. Assist with updating vendor databases; CAPPS, USAS, TINS, CMBL. Assist in preparing purchase forecasts. Ex: Intake reviewed multiple items from different divisions suggest they are bundled together to more advanced purchasers. Obtain and/or maintain CTCD certification. Attend CAPPS Financial Monthly User Group meeting Perform other duties as assigned Military Crosswalk information

Minimum of two (2) years’ experience in State of Texas procurement and/or contracting. Additional Requirements
A valid Texas Driver’s License must be provided within 90 days of hire. Ability to process procurement transactions in CAPPS, specifically the financials module. Preferred Experience and Qualification
Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, Finance, Accounting, or a related field is generally preferred Ability to process purchasing functions in USAS (TINS). Knowledge, Skills and Abilities
Knowledge of purchasing and procurement methods and procedures, state procurement principles and practices, assigned commodities and products on the open market, supply sources, and principles of business administration and accounting. Skill in problem solving and in the use of a computer and applicable software. Ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources, to maintain a system of recordkeeping, to maintain effective working relationships with vendors and suppliers, and to communicate effectively. Ability to use sound judgment and make decisions. Ability to communicate effectively both verbally and in writing. Ability to work efficiently and independently in a dependable and organized manner to meet various deadlines. Ability to quickly learn multiple system requirements and troubleshoot solutions to issues Ability to work cooperatively with others in a team environment. Environmental & Physical Conditions Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
