Duties & Responsibilities

The VNPC Quality Improvement Coordinator will oversee the daily operations across multiple grants and initiatives, with a primary focus on neonatal and infant health. The person will be responsible for all daily operations and deliverables as stated in the work plans for these projects, ensuring collaboration with all stakeholders and partners; working closely with all 49 birth hospitals in the Commonwealth; and strengthening the data systems for this project while working alongside communities to improve neonatal and infant outcomes.

Daily operations for these funding streams are the main priority for this position, with additional responsibilities across other funding streams to ensure successful completion of related deliverables across the VNPC.

The person must thrive in a fast‑paced environment, demonstrate flexibility across diverse responsibilities, and excel at managing multiple projects simultaneously without compromising quality or deadlines.

The successful candidate will possess a strong working knowledge of maternal and infant health, foundational public health principles, and demonstrate clear and effective written and verbal communication skills.

Proficiency in project management, quality improvement methodologies, and the ability to develop comprehensive work plans for initiatives and health systems is essential.

As a member of the Virginia Neonatal Perinatal Collaborative (VNPC) and Department of Pediatrics team, the QI Coordinator will be supervised by the VNPC Senior Manager and serve as the subject‑matter expert of the quality improvement projects.

The role provides a unique opportunity to grow professionally while advancing maternal and infant health in a fast‑paced, collaborative setting.

Financial Administration

Proactively monitor and manage grant budgets and expenditures to ensure alignment with project goals, funding requirements, and institutional policies.

Reconcile monthly financial reports, maintain accurate documentation, and swiftly address discrepancies or compliance issues in coordination with the supervisor.

Advise leadership on potential fiscal risks, compliance concerns, and opportunities for improved financial efficiency.

Support routine fiscal operations, including invoice processing, budget tracking, and preparation of financial summaries for reporting and audits.

Program Activities

Apply public health core values and advanced quality improvement (QI) methodologies to design, implement, and evaluate initiatives at the local, system, and state levels.

Cultivate and sustain strategic partnerships with healthcare systems, state agencies, stakeholders, and community organizations to advance maternal and infant health outcomes.

Serve as the VNPC’s QI subject‑matter expert, delivering technical assistance, coaching, and capacity‑building support to hospital teams and collaborative partners.

Develop, manage, and refine comprehensive work plans that align with grant objectives, ensuring measurable progress and adaptability to evolving priorities.

Lead the execution of grant deliverables with precision and timeliness, including preparation and submission of reports to agency, legislative, and federal entities.

Planning and Evaluation

Lead the design, implementation, and evaluation of quality improvement initiatives using established methodologies (e.g., PDSA cycles, driver diagrams, root cause analysis).

Independently develop strategic plans and implementation frameworks that address identified gaps, align with public health priorities, and optimize resource utilization.

Research and identify new funding opportunities; contribute to grant writing and proposal development to expand program reach and sustainability.

Serve as a key resource for monthly data reporting and interpretation during QI projects, ensuring clarity, accuracy, and relevance to stakeholders.

Act as a thought partner and subject‑matter expert in maternal and infant health, guiding strategic direction and innovation across VNPC initiatives.

Analyze monthly data trends and outcomes from QI projects to inform strategic planning and continuous improvement efforts.

Community and Interagency Relationships

Build and sustain strategic partnerships with state agencies, healthcare systems, community organizations, and stakeholders to advance maternal and infant health initiatives across Virginia.

Represent the VNPC on statewide committees, coalitions, and advisory groups, serving as a trusted voice for quality improvement and public health priorities.

Facilitate cross‑sector collaboration by aligning shared goals, identifying opportunities for joint initiatives, and promoting data‑informed decision‑making.

Plan and coordinate community health promotion events in partnership with local leaders and health systems, ensuring alignment with VNPC’s mission and public health values.

Actively engage with partners across the Commonwealth to foster trust, promote transparency, and strengthen the impact of VNPC programs and initiatives.

Set strategic priorities for maternal and infant health initiatives, staying informed of emerging trends, evidence‑based practices, and evolving public health standards.

Proactively identify and request training opportunities to strengthen individual and team capacity, ensuring alignment with VNPC’s mission and goals.

Promote a culture of learning and collaboration by sharing knowledge, mentoring peers, and encouraging cross‑functional skill development.

The Virginia Neonatal Perinatal Collaborative (VNPC) is committed to making Virginia the safest and most supportive state in which to give birth and raise a child.

The incumbent may be called upon to perform additional duties as needed to support evolving program priorities, cross‑functional collaboration, and the overall success of the VNPC.

Qualifications Essential Qualifications

Bachelor’s degree in Public Health, Health Administration, Nursing, or a related field, with several years of progressively responsible experience in maternal and infant health, public health, or quality improvement.

Demonstrated ability to work independently while managing multiple complex projects across funding streams and stakeholder groups.

Excellent customer service skills.

Experience working across agencies, hospital systems, or similar entities.

Experience with fiscal administration, including budget monitoring, reconciliation, and compliance oversight.

Strong organizational skills with the ability to prioritize tasks, meet deadlines, and adapt to changing program needs.

Superior communication and interpersonal skills with the ability to establish and maintain excellent working relationships with a wide variety of constituents.

Experience working in community engagement, non‑profit management, or volunteer coordination.

Commitment to fostering an environment of respect, professionalism, and civility with a population of faculty, staff, and students from diverse backgrounds.

Preferred Qualifications

Advanced degree (MPH, MHA, MSN, or equivalent) and/or formal training in quality improvement methodologies (e.g., Lean, Six Sigma, IHI).

Direct experience with neonatal and infant health initiatives, public health programming, or hospital-based QI projects.

Familiarity with CDC PQC grant and HRSA State Maternal Health Innovation grant requirements or similar federally funded public health initiatives.

Experience developing and implementing educational or outreach programs, ideally within a higher education, healthcare, or public health setting.

Proficiency in data analysis, dashboard interpretation, and translating findings into actionable strategies.

Additional Information Position will remain open until filled.

This is a restricted position with no set end date and continued employment is dependent upon project need, availability of funding, and performance.

Salary Range $74,000 – $80,000 (Commensurate with experience)
