Job Overview The Agency Information Technology Division is seeking a Senior Project Manager to manage and deliver complex IT project(s) with multiple teams and work streams coordinated to an aggressive delivery schedule. This project is migrating systems to Azure. Under the program manager, the project manager is responsible for the outcome of the assigned projects. The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: PreSelect, Initiation, Planning, Execution and Control and Closeout.
Responsibilities
Serve as a hands‑on technical project manager with development staff and business groups.
Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing.
Communicate timelines and expectations to technical and business staff.
Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
Adhere to agency and agency project management practices and governance requirements; coordinate with agency and agency Project Management Offices.
Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
Monitor progress by third‑party vendors and define and measure their progress with metrics.
Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects.
Ensure definition of test objectives, design test plans and test cases for assigned projects.
Provide management of project milestones and deliverables for on‑time and on‑budget delivery.
Define, measure, and clearly communicate progress with metrics.
Support system and application training efforts.
Required Qualifications
The candidate must have a minimum of 10 years experience managing large projects and a bachelor's degree.
Experience managing large, multi‑stream projects.
PMP or qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects.
Preferred Qualifications
Experience in both Agile and Waterfall project management.
Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
Required/Desired Experience
10 years of proven track record of successfully managing large‑scale, complex IT projects, with a specific focus on cloud migrations (preferably Azure) – Required
5 years of experience managing migration project budgets and schedules – Required
5 years of Azure services: familiarity with a wide range of Azure services, including Azure Migrate, Azure Site Recovery, and Azure Database Migration Service – Required
5 years of Cloud concepts: strong understanding of cloud computing principles (IaaS, PaaS, SaaS) and hybrid cloud environments – Required
5 years of DevOps: knowledge of DevOps principles and CI/CD pipelines – Required
5 years of Automation: working knowledge of scripting (e.g., PowerShell, Azure CLI) and Infrastructure as Code (IaC) – Desired
5 years of PMP and Agile/Scrum – Required
10 years of Communication: excellent verbal and written communication skills to effectively translate complex technical concepts for all levels of the business – Required
10 years of Leadership: the ability to guide and motivate cross‑functional teams and manage stakeholder expectations – Required
10 years of Problem‑solving: strong analytical skills to anticipate and mitigate risks and resolve issues during the migration process – Required
5 years of Adaptability: the ability to thrive in a fast‑paced, demanding environment and manage multiple concurrent projects – Required
