Purchaser VI at Texas Facilities Commission Overview The Texas Facilities Commission (TFC) builds, supports, maintains, and manages over 8 million square feet of state-owned facilities that house over twenty thousand state employees for dozens of state agencies, all serving the citizens of Texas. The Facilities Design and Construction Division (FDC) oversees construction by state agencies in the State of Texas, including feasibility studies, design, and construction of new state office buildings, student campuses, or renovations and upgrades within existing buildings. The goal is to provide state workers with high-quality work environments that are functional, energy-efficient, and cost-effective to operate. Role: This position works closely with agency departments to determine needs, assist in developing scopes of work, and identify criteria to select qualified vendors at the best price. You will collaborate with subject matter experts to compile solicitations, facilitate evaluations, compile tabulations, and make recommendations for awards to agency staff and leadership. The role requires strong analytical skills, attention to detail, and the ability to make recommendations based on sound documentation and scoring. Works under limited supervision with considerable latitude for initiative and independent judgment. Responsibilities Develops procurement strategies, including market surveys, supplier qualifications, solicitation documents, specifications, evaluation criteria, and pre-award survey requirements. Posts pre-solicitation notices and submits for review with Procurement Oversight and Delegation. Prepares and reviews complex requisitions for accuracy, completeness, and compliance with applicable policies, procedures, rules, and statutes prior to processing. Prepares and solicits competitive bid invitations; requests for proposals; requests for offers; and coordinates evaluations and award processes. Coordinates and facilitates pre-bid conferences and formal meetings with agencies and bidders/vendors. Collects, compiles, and addresses questions from bidders in a fair manner; reviews and evaluates responses for responsiveness. Facilitates the evaluation process and awards; works with program on negotiation strategies and meetings. Conducts interviews with top-ranked respondents and facilitates interview evaluations and discussions. Tabsulates all responses and collaborates with the program and Procurement Director for award recommendations; performs cost analyses and negotiations in conjunction with contract awards. Provides backup documentation and information for award recommendations and contract drafting and execution by the Legal department. Provides training and answers questions from program regarding procurement and requisition system. Qualifications Strong analytical skills and attention to detail; ability to make recommendations based on backup documentation and scoring. Ability to work under limited supervision with initiative and independent judgment. Experience developing procurement strategies, managing solicitations, evaluations, and negotiations related to awards. Additional Information Job type: Full-time. Seniority level: Mid-Senior level.
