About The Division The Budget & Internal Accounting division of the Texas Comptroller’s Office supports the state’s financial management. As a Financial Analyst II, you will assist senior analysts in examining, reviewing, and analyzing financial data to forecast budgets, reconcile staffing information, and provide financial recommendations to agency management.

Responsibilities

Perform complex financial analysis of staffing requests to ensure compliance with budgetary policies and regulatory guidelines.

Develop and implement staffing-related budgetary procedures and internal controls.

Prepare and monitor division‑level staffing budgets in collaboration with division management and budget analysts.

Analyze full‑time equivalent (FTE) and salary data for accuracy, verify funding sources, and provide recommendations.

Compile, organize, and evaluate staffing financial data, including salary projections and FTE allocations, to support budget development.

Conduct financial forecasting and expenditure analysis for salary‑related costs across assigned divisions.

Coordinate staffing transactions and budget adjustments with Human Resources, Payroll, and other stakeholders.

Prepare detailed financial reports and ad‑hoc analyses to assess the fiscal impact of staffing changes.

Advise division leadership on financial risks, budget constraints, and corrective actions to maintain compliance with FTE caps and budget limits.

Support special projects and staffing‑related tasks during peak periods.

Maintain position‑related data in the Centralized Accounting and Payroll/Personnel System (CAPPS).

Monitor internal FTE caps and assist in preparing quarterly FTE and management‑to‑staff ratio reports for the State Auditor’s Office.

Prepare staffing data for quarterly reconciliation reports and the biennial Legislative Appropriations Request.

Manage position numbers in CAPPS and record all organizational changes.

Minimum Qualifications

Bachelor’s degree.

At least 2 years of progressive full‑time experience maintaining or analyzing complex agency‑wide financial data in a Texas state agency.

Experience collaborating with Human Resources and Payroll on personnel actions and adhering to payroll deadlines.

Preferred Qualifications

Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.

Experience with Centralized Accounting Payroll/Personnel Human Resources System.

Experience with Centralized Accounting Payroll/Personnel Financials System.

Experience preparing and reviewing Personnel Action Forms (PAFs) for new hires, transfers, salary changes, and terminations.

Experience evaluating and processing requests to post positions within the agency.

Experience with personnel resource management.

Strong verbal and written communication skills, including complex correspondence.

Substitutions

One additional year of experience in state budget preparation and analysis work may substitute for thirty semester hours of education (maximum substitution of 120 semester hours).
