Position Overview
The City of West Sacramento seeks an experienced Public Purchasing professional for the role of
Administrative Analyst I/II/Senior – Procurement & Contracts . The ideal candidate will be detail‑oriented, highly organized, and possess strong analytical and communication skills, with a demonstrated ability to manage multiple projects and deadlines. This position may be filled at any of the three levels depending upon qualifications and experience. Responsibilities
Review procurement documentation for completeness and compliance with regulations, policies, procedures, and labor compliance requirements. Assist with reviews of solicitations, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid (ITBs), particularly for construction and public works projects. Draft, review, and route contracts via DocuSign. Open and review purchase orders in the City’s financial system. Track contracts and maintain accurate procurement and contracting records. Provide guidance and training to departments on procurement and contracting matters. Collaborate with departments and cross‑functional teams on process improvements, policies, and procedures related to procurement and contracting. Qualifications & Preferences
Minimum of two (2) years of increasingly responsible, full‑time experience in procurement and contracting. Certification as a Certified Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or similar professional designation, preferably within a government setting. Experience with complex procurements (RFPs, RFQs, IFBs), drafting and managing contracts, preparing purchase orders, and maintaining organized procurement records. Experience with public works and construction projects, including knowledge of the Public Contracting Code, labor compliance requirements, and administration of State and Federal grants. Familiarity with FAR, 2 CFR Part 200, and other federal award regulations. Experience administering State of California grants and/or knowledge of the Caltrans Local Assistance Procedures Manual is a plus. Proficiency in ERP systems, Microsoft Excel, Word, Outlook, SharePoint, and e‑signature platforms such as DocuSign; experience with third‑party online procurement platforms (e.g., OpenGov) is highly desirable. Strong attention to detail, organizational skills, and analytical ability. Demonstrated ability to establish and maintain effective working relationships with internal departments, external vendors, and stakeholders. Exceptional written and verbal communication skills and the ability to clearly explain procurement processes and requirements. Physical and Environmental Conditions
Employees work in a standard office environment with moderate noise levels. Tasks may include prolonged desk work, occasional travel between sites for meetings, and occasional use of office equipment and tools. Employees may encounter public and private stakeholders and occasional inclement weather during off‑site activities.
