ABOUT THE DEPARTMENT:

The Department of Public Works (DPW) is a 250-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the workforce; engaging the community and providing excellent customer service; and planning for a sustainable future.

DUTIES AND RESPONSIBILITIES:

The Solid Waste Program Manager will be in the Solid Waste Division of DPW. The Solid Waste Division provides weekly curbside trash, recycling, food waste and yard waste collection to most residential buildings. Other items collected by the Division include mattresses, bulky items/TV collection, and textiles. Lastly the Division operates street cleaning services, the Recycle Center, and Household Hazardous Waste events. The Solid Waste Division has goals to improve the cleanliness of the city, to reduce rodent activity, and to promote a decrease in trash disposal. In 2025, the City adopted Zero Waste Master Plan 2.0 with 18 strategies to implement to reduce residential trash 50% by 2030 and 80% by 2050 from a 2008 baseline.

The Solid Waste Program Manager will play a key role in engaging primarily the commercial sector in waste reduction, but also the residential sector.

Under the general supervision of the Recycling Director, the Solid Waste Program Manager will:
  • Coordinate implementation of aspects of Zero Waste Master Plan 2.0 as it pertains to large residential buildings and the commercial sector.
  • Assist businesses to reduce waste and to comply with ordinances that pertain to waste management, such as Refuse & Litter Ordinance, Bring Your Own Bag, Polystyrene Ordinance and any future ordinances.
  • Oversee and coordinate the textiles recovery program, Recycle Center, and Household Hazardous Waste events.
  • Attend community events to educate the public about the city's zero waste initiatives.
  • Conduct outreach on waste reduction programs to non-English speakers and community groups.
  • Oversee volunteer program for zero waste advocacy in the community.
  • Assist in managing and assembling the City's inventory of all trash, recycle and food waste carts and containers.
  • Operate vehicle to deliver & pickup supplies for trash, recycling or food waste program.
  • Perform other duties as required.

MINIMUM REQUIREMENTS:

Education & Experience:
  • High School Diploma/GED required. Bachelor's Degree in related field, preferred.
  • 3 years full-time experience in community outreach, program management, solid waste, or related experience. 5 years full-time experience in solid waste program management, preferred.
  • Current and valid Massachusetts Driver's License Class D.
  • Demonstrated computer literacy using Microsoft Suite.
Knowledge, Skills & Abilities:
  • Excellent organizational, time management, and project management skills; ability to set priorities and to work independently and efficiently to manage multiple responsibilities and meet deadlines in a fast-paced office environment.
  • Must be highly motivated, reliable and possess a positive, enthusiastic, professional attitude and outlook.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Ability to work and communicate with diverse populations, maintaining professional and helpful attitude while educating stakeholders on resolving issues.
WORK ENVIRONMENT:This position may be eligible for hybrid work under the City's Telework Policy, depending on operational needs.

PHYSICAL DEMANDS: Requires the ability to lift between 25-50 pounds, bending, squatting, stretching, pushing, dragging, and pulling. Requires the ability to move recycling & trash carts, and shovel snow. Requires the ability to lift 10 pounds over head. Requires the ability to travel among various sites and City locations.
