As part of TCEQ’s Office of Air, you will contribute to protecting and restoring Texas’ air quality.

This position is a member of the Stationary Source Programs Team in our Air Quality Division, responsible for revising rules to ensure that nonattainment areas meet the National Ambient Air Quality Standards and for addressing visibility impairment in areas such as national parks.

Responsibilities

Provide highly advanced technical guidance on the planning, development, and implementation of emission control techniques, including reviewing and evaluating regulations, standards, procedures, and technologies; calculating costs; evaluating emissions inventory data; developing spreadsheets/data sheets; and coordinating with modeling and emissions inventory staff.

Coordinate and draft revisions to air quality regulations, SIP, policies, or procedures in response to federal or state requirements, agency initiatives, or rulemaking petitions; provide technical assistance on rule teams and manage rule projects as a rule project manager.

Communicate the status of rule revisions or policy development activities to division or executive management, agency staff, other state/federal agencies, affected entities, environmental organizations, and the general public, and facilitate open negotiations via telephone calls and correspondence.

Participate in and represent the agency at internal and external meetings, workshops, and trainings.

Coordinate, organize, and implement complex special assignments in preparation for or support of specific projects, involving evaluation of engineering data, research, analysis, preparation of required reports and recommendations, presentation of reports, and development of implementation plans or documents as assigned.

Qualifications

Experience working in the environmental field.

Training in advanced technical writing, data analysis, or fiscal analysis.

Experience with sources of air emissions or air pollution control technologies.

Experience manipulating data in spreadsheets or database format.

Bachelor’s degree in engineering, basic science, mathematics, environmental science, computer science or a related field, plus six years of full‑time experience performing engineering, technical, or related assignments.

Or a master’s degree in the specified fields plus five years of full‑time experience performing engineering, technical, or related assignments.

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.

One year of full‑time experience may substitute for each year of the required education.

Knowledge of critical infrastructure security or ability to maintain the security or integrity of critical infrastructure is required for employment.
