Overview Under general guidance, manages the Orange County Transportation Authority’s (OCTA) College Pass Program contracts and regional vanpool program that provides a commute alternative and secures 5307 federal grant funding to support transit operations. Leads efforts to analyze performance, budget for services, track costs, negotiate with service providers, and administer all associated contracts. This is an exempt position in Salary Grade 220: Min $113,276.80 — Mid $135,324.80 — Max $157,352.00 per year. The starting salary will be within this range based on qualifications. Develops and implements policies and business processes to manage an effective vanpool program that generates the maximum return of 5307 fundings. Analyzes and evaluates federal, state, and local legislative and regulatory mandates to determine short and long-term impacts on vanpools and employer participation.
Ensures successful implementation of section goals and objectives, along with those of the Specialized Transit Services Department.
Leads budget planning efforts for section programs and reviews program/service expenditures.
Responsible for the preparation of scopes of work/requests for proposals for assigned programs, contract negotiation strategies, and service delivery monitoring. Supervises oversight efforts of assigned contracts to ensure service and contract compliance.
Prepares reports, technical memoranda, and other documents for section programs and assigned contracts, including the vanpool program’s impact on congestion management and pollution reduction goals. Analyzes college pass and vanpool program data. Manages the accurate submission of program data to NTD, state controller, APTA, and other regulatory agencies.
Makes presentations to the Board of Directors, management, public officials, and the general public.
Customer & External Focus Markets his/her workgroup effectively and influences others in the organization.
Represents OCTA at meetings with outside groups including customers, employers, colleges, local government staff, and elected officials.
Coordinates with OCTA outreach, marketing, government relations, and public information office staff as appropriate.
Inspires & Motivates Others Moves others to high level of performance, unlocks exceptional results in self and others.
Establishes and maintains effective working relationships.
Supervises the allocation of resources and staffing functions and develops staff using various techniques including coaching, goal setting, training, and performance evaluations.

Coordinates with appropriate internal and external groups to ensure college pass and vanpool program needs are met.
Coordinates with Marketing and other internal stakeholders on the development and implementation of college pass and vanpool program outreach efforts to ensure communication and growth goals are achieved.
Collaborates with other transportation agencies and industry experts to ensure that best practices are incorporated into the college pass and vanpool programs and shares information as needed.
Qualifications Any combination of relevant education or experience equivalent to a bachelor’s degree with a minimum of five years of administrative experience, three years of which are in supervising or managing transportation, marketing, or customer relations programs. Some contract management experience is desirable.
