Position Summary Hybrid Contract Monitor (1 day per month in office). Open to current Colorado residents only. The role monitors 988 contracts funded by Substance Abuse & Mental Health Services Agency 988 Cooperative Agreement and the 988 Crisis Hotline Surcharge to ensure compliance, timely delivery, and financial protection.

Job Duties

Maintain communication plan with monitoring team and contractors.

Monitor contracts according to financial and program risk ratings.

Document contract risk ratings and ensure filing.

Conduct post‑award meetings to communicate expectations and monitoring methods.

Track communications and deliverables with proper documentation.

Request and receive ongoing performance data from contractors.

Analyze invoices, data, and reports to detect compliance issues.

Log performance‑related communications and assess overall contractor performance.

Monitor and track spending on contract budgets through invoice reviews and reconciliations.

Review and approve invoices with supporting documentation.

Conduct site visits as warranted, document observations, and produce reports.

Perform contract close‑out: receive all deliverables, final invoices, complete performance evaluation, and file completion.

Collaborate with the 988 Contract Administrator for procurement of deliverables.

Assist in preparation of Statements of Work (SOW), budgets, and negotiations.

Ensure SOWs comply with legislative requirements and include required language.

Educate and monitor SOWs, answer questions on compliance, and support required reporting.

Perform special assignments or projects as requested by Behavioral Health Agency (BHA).

Experience and Education Six years of relevant experience in contract administration, procurement, or program management; or an equivalent combination of education and experience totaling six years.

Preferred Qualifications

Deep knowledge of state fiscal rules, procurement processes, and contract compliance.

Experience conducting fiscal and programmatic monitoring for grants or contracts in human services or behavioral health.

Skill in interpreting contract terms, identifying risk, and implementing corrective action.

Strong data management, documentation, and analytical abilities.

Excellent communication skills for vendor coordination and internal collaboration.

Proven ability to manage multiple contracts and priorities simultaneously.

Conditions of Employment

Standard background check and references required.

Valid, non‑restricted Colorado Driver’s License required; out‑of‑state license holders must obtain a Colorado license within 30 days of employment.

Travel to meetings, training, and on‑site monitoring visits.

Former state employees with disciplinary termination or resignation in lieu of termination must disclose and explain on application.
