Overview Under general guidance, manages the Orange County Transportation Authority’s (OCTA) OC ACCESS paratransit operations and senior transportation programs. Develops and implements plans and policies to support OCTA goals and objectives. Seeks partnerships that enhance the availability of alternative transportation options in support of paratransit and senior transportation programs. Leads efforts to analyze performance, budget for services, track costs, negotiate with service providers, manage paratransit demand, and administer all associated contracts. This is an exempt position in Salary Grade 235: Min $131,123.20 — Mid $156,644.80 — Max $182,145.60 per year. The starting salary will be within this range based on qualifications. Ensures that OCTA’s complementary paratransit service meets Federal Transit Administration (FTA) and Americans with Disabilities Act (ADA) requirements, and that planning activities are undertaken to project and manage future demand. Ensures that senior transportation services meet regulatory and grant funding requirements.
Ensures successful implementation of section goals and objectives, along with those of the Specialized Transit Services Department.
Leads budget planning efforts for section programs and reviews program/service expenditures.
Responsible for the preparation of scopes of work/requests for proposals for assigned programs, contract negotiation strategies, and service delivery monitoring. Supervises oversight efforts of assigned contracts to ensure service and contract compliance.
Prepares reports, technical memoranda, and other documents for section programs and assigned contracts. Analyzes the paratransit and senior transportation programs data. Manages the accurate submission of program data to The National Transit Database (NTD), state controller, American Public Transportation Association (APTA), and other regulatory agencies.
Makes presentations to the Board of Directors, management, public officials, and the general public.
Customer & External Focus: Markets his/her workgroup effectively and influences others in the organization
Represents OCTA at meetings with outside groups including customers, advocates, local government staff, and elected officials.
Coordinates with OCTA outreach, marketing, government relations, and public information office staff as appropriate.
Inspires & Motivates Others: Moves others to high level of performance, unlocks exceptional results in self and others.
Establishes and maintains effective working relationships.
Supervises the allocation of resources and staffing functions. Develops staff using various techniques including coaching, goal setting, training, and performance evaluations.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
Coordinates with appropriate internal and external groups to ensure paratransit and senior transportation program needs are met.
Coordinates with Scheduling, Planning and Government Relations and other internal stakeholders to ensure coordination between paratransit and senior transportation programs and the OCTA’s fixed route operations.
Negotiates and implements cooperative agreements with other agencies in support of paratransit and senior transportation programs.
Collaborates with other transportation agencies and industry experts to ensure that best practices are incorporated into the paratransit and senior transportation programs and shares information as needed.
Qualifications Any combination of relevant education and experience equivalent to a bachelor’s degree with a minimum of six years of administrative experience, three years of which are in supervising or managing paratransit or senior transportation programs. Some contract management experience is desirable.
