The Office of Administration (OA) Finance Operations, Financial Analyst position supports AES-wide program and financial expertise in support of vendor contracts. The role reports to the manager and collaborates across departments to ensure financial compliance, reporting, and analysis. Key Responsibilities
EJF 1.
Review financial documentation for assigned contracts and projects to confirm compliance with financial standards and agency requirements. Track, review, and process monthly contract deliverable invoices, verify expenditures, coordinate with HHSC accounting, and resolve payment discrepancies. (35%) EJF 2.
Assist in preparing financial reports, forecasts, and expenditure summaries for leadership review, ensuring completeness and accuracy of financial data submitted for review. (20%) EJF 3.
Perform financial tracking and monitoring of contracts, projects, and procurement activities, reviewing financial statements, payment records, and internal controls for compliance with federal, state, and HHSC policies. Identify inconsistencies and elevate concerns. (20%) EJF 4.
Support the review of legislative and regulatory requirements impacting assigned contracts and projects, interpret federal and state regulations and HHSC policies, and provide input on process improvements. (15%) EJF 5.
Participate in workgroups and projects related to contract and procurement processes, reviewing documentation for RFPs and RFAs, and monitoring contract modifications and budget adjustments. (5%) EJF 6.
Support special investigations, research studies, and internal audits, compiling data, preparing quality improvement initiatives, responding to ad‑hoc financial data requests, and managing special projects. (5%) Qualifications
Graduated from an accredited four‑year college or university with major coursework in business, finance, accounting, economics, or a related field. Experience in accounting, finance, business, or economics; knowledge of budgeting, finance, accounting, or business is required. Knowledge of local, state, and federal laws and regulations relevant to AES program areas. Proficiency with public administration practices, contract administration, and budgeting processes. Experience with CAPPS Financials or similar budgeting/accounting software is preferred. Technical Skills
Using computer software including Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications. Strong verbal and written communication skills. Ability to manage multiple projects and meet tight deadlines. Special Certification
Must obtain Certified Texas Contract Manager (CTCM) certification within 12 months of hire. Desired Attributes
