The City of Chesapeake's Department of Public Works is seeking an experienced and motivated professional to serve as Waste Management Administrator. This position leads the City's Waste Management Division, overseeing refuse collection, disposal, and recycling programs that serve our community. The ideal candidate is a strategic thinker with strong leadership, communication, and management skills who is dedicated to operational excellence, sustainability, and quality public service.
Responsibilities
- Plan, manage, and coordinate waste management operations, including refuse collection, disposal, and recycling services.
- Develop and implement short- and long-range operational goals, objectives, and policies.
- Supervise and direct staff, including hiring, training, scheduling, and performance evaluation.
- Prepare and administer the division budget; monitor expenditures to ensure fiscal responsibility.
- Establish and maintain benchmarks and quality control standards.
- Track and report on waste management activities and performance data.
- Lead program development such as route design, service area management, and citywide recycling initiatives.
- Represent the City in regional waste management discussions and partnerships.
- Conduct research, prepare cost analyses, and write equipment and service specifications.
- Engage with the community through public education and outreach related to waste management programs.
Required Qualifications
VOCATIONAL / EDUCATIONAL REQUIREMENTS : Requires any combination of education and experience equivalent to a bachelor's degree in business or public administration or a closely related field.
EXPERIENCE REQUIREMENTS : In addition to satisfying the vocational/educational standard, this class requires a minimum of four years of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards . Certified by SWANA (Solid Waste Association of North America) as a Certified Collection Systems Professional, or the ability to obtain same within twelve (12) months of hire.
SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
