Civil Engineering Assistant – NPDES - Engineering
The City of Murrieta is accepting applications for the position of Civil Engineering Assistant to fill one current vacancy in the Public Works Engineering Department.
The role supports the National Pollutant Discharge Elimination System (NPDES) program as well as capital improvement, development services, and public works infrastructure projects.
Essential Functions
Participate in professional and sub‑professional engineering work including preparation and review of special projects, specifications, and public counter support; may act as project manager on minor public works projects.
Assist in preparation and review of preliminary and final engineering plans, cost estimates, and specifications for municipal projects; evaluate compliance with engineering standards and recommend corrections.
Assist in request for proposals for contract engineering work; direct preparation of cost estimates for competitive bidding; review and coordinate consultant work and construction contract modifications.
Review operational procedures to ensure compliance with policies and quality control standards.
Provide technical assistance to other departments and City personnel; assist in design and construction of public works facilities.
Compile and analyze statistical data and prepare technical reports relating to public works projects and programs.
Coordinate engineering activities and represent the City in meetings with staff, personnel, and external agencies; may attend and present to City committees and commissions.
Coordinate consultant work, review Division field personnel work, and prepare specialized studies, cost analyses, specifications, and work schedules.
Perform other duties of a similar nature.
Education and Experience
Bachelor’s degree in Civil Engineering or a closely related field.
Minimum of one (1) year increasingly responsible experience in engineering, transportation engineering, or a closely related field in public works or a municipal function.
Licenses and Certifications
Valid California Driver’s License (or equivalent travel capability).
Engineer‑in‑Training (EIT) Certificate or Registration as a Professional Civil Engineer issued by the California State Board of Registration for Professional Engineers (desirable).
Special Requirements Must successfully complete a comprehensive background investigation including a state and federal fingerprint‑based background check (Live Scan), driving records screening, and a non‑safety pre‑employment physical and drug screening exam.
Knowledge of
Civil, traffic, or environmental engineering principles applied to municipal public works projects.
Relevant laws and regulations governing streets, capital projects, CEQA, Subdivision Map Act, and Public Contracts Code.
Preparation of land development projects, budgets, contracts, specifications, and associated public works procedures.
Developer, property owner, contractor, and private engineer concerns; financing mechanisms for public works projects.
Occupational hazards and safety measures appropriate to the workload.
Skill to
Operate standard office equipment and related software.
Plan, organize, and conduct studies and analyses.
Prepare clear, accurate reports and correspondence; develop recommendations and reach sound conclusions.
Operate a motor vehicle safely.
Ability to
Review complex engineering designs, computations, plans, and studies.
Plan, direct, and coordinate public works, municipal, and other engineering programs.
Operate within allocated budgets.
Respond effectively to emergencies and problem situations; apply policies and procedures.
Interpret and reconcile invoices and expenditure reports.
Maintain cooperative working relationships.
Communicate effectively orally and in writing.
Work collaboratively with government agencies, private firms, and the public.
Analyze situations and take effective action.
Present before groups, regulatory bodies, and professional meetings.
Use proper English, spelling, grammar, and punctuation.
Serve as an emergency services worker when required.
Physical Demands Work requires standard office environment mobility, computer use, and occasional fieldwork including light to medium physical effort, ladder use, vehicle operation, and the ability to lift up to 40 pounds.
Environmental Elements Primary work in an office setting with moderate noise and controlled temperature; field work may involve exposure to loud noise, temperature extremes, inclement weather, road hazards, vibration, chemicals, and machinery hazards.
