Position Summary The PAB Data Analyst supports decision‑making for the Police Accountability Board (PAB) and Administrative Charging Committee (ACC). The role analyzes data on police misconduct, prepares reports, visualizes trends with ArcGIS and dashboards, presents findings to internal and external audiences, and conducts specialized studies related to police misconduct enforcement.
Essential Functions
Work on multiple projects collecting, analyzing, and managing data.
Participate in accountability review sessions, providing analysis in a format for PAB, ACC, and the public.
Lead data and research for the Police Accountability Division, develop the PAB annual report, and maintain key metrics.
Prepare ArcGIS mapping products to illustrate misconduct trends and provide analysis.
Ensure data accuracy and translate results into strategic recommendations.
Develop and maintain measurement instruments, database tools, dashboards, and automated reports.
Communicate findings to leaders and decision‑makers through narrative presentations and visualizations for briefings, community meetings, and public hearings.
Conduct quantitative and qualitative assessments, compile reports with recurring themes and SWOT analysis.
Support process‑level analyses, recommendations, and strategic implementation on police misconduct issues.
Create and manage a Police Misconduct Dashboard and website; conduct data system reviews and related duties as required.
Use innovative, data‑driven approaches to mitigate negative consequences of past practices and deliver community services.
Provide internal dashboards to OECR leadership.
Develop data feeds and automated reporting.
Required Knowledge, Skills & Abilities
Strong knowledge of connecting to SQL Server/Oracle databases using Toad Data Point, MS Access/Excel, ArcGIS, and link analysis software.
Knowledge of GIS, statistical algorithms, and crime analysis techniques.
Proficiency in data collection, organization, interpretation, and presentation.
Strong critical‑thinking and analytical skills.
Ability to analyze data to inform strategy and decision‑making.
Collaborative teamwork across OECR and other city agencies.
Ability to synthesize data into coherent, strategic work plans.
Proficiency with Microsoft Office, Power Bi, ArcGIS, SQL, Python, and other data software.
Qualifications
Bachelor’s degree in computer science or data‑related field (Master’s preferred).
4–5 years of progressive experience in a data‑related field.
Strong analytical writing and oral communication skills.
Strong interpersonal skills.
Ability to excel in time‑pressured, high‑energy environments.
Successful Candidates Must
Meet tight deadlines and manage multiple tasks.
Act with a sense of urgency and address challenges proactively.
Adapt to shifting priorities.
Prepare detailed reports, charts, graphs, and statistical tabulations.
Conduct studies, surveys, and research projects; develop data collection procedures.
Evaluate data for reliability and significance in reports.
